JOB SUMMARY
This position is responsible for performing clerical operations of the Road and Bridge Department office, supporting the Department interface with the public, providing Department support in the field, and assisting the Department with emergency response to natural disasters.
ESSENTIAL JOB FUNCTIONS
OFFICE DUTIES:
Maintains employee files as needed; collects, records, and submits time cards; prepares electronic payroll files and reports.
Tracks, enters and maintains records of roads, projects, employees and equipment in cost accounting program.
Reads and routes incoming mail; prepares outgoing mail.
Reconciles budget status reports with accounting monthly report; audits budget accounts and prepares status reports.
Composes and @types routine correspondence and documents; produces forms.
Organizes and maintains file system and files correspondence and other records.
Answers and screens phone calls; directs calls and takes messages.
Greets visitors, dispenses information as needed and conducts to appropriate area or person.
Arranges and coordinates travel schedules and reservations.
Conducts research, collects information, compiles, @types, and submits reports for proper disposition.
Inputs vehicle maintenance work orders.
Updates emergency notebooks, personnel manuals, and Road and Bridge policies and procedures manual
Prepares journal entry requests; tracks, processes and records accounts receivable.
Obtains documents and surety bonds; collects permit fees; issues various permits.
Operates office equipment including but not limited to multi-line telephone, fax transmissions, copier, printer, adding machine, computer, CB radio, fuel card programmer.
Prepares and delivers reports for vehicle maintenance, fuel reports to fuel system users, and fuel billing invoices.
Prepares year-end reports.
Orders/maintains office supplies, arranges for office equipment maintenance.
Processes and balances accounts-payable statements and invoices for payment.
Processes purchase order requests and enters purchase orders for payment.
Creates fuel cards, assigns fuel PINs, assists fuel system users.
Enters invoices into inventory and cost accounting system.
Issues Right of Way, and Driveway Permits.
Manages fuel billing.
FIELD DUTIES:
Conducts traffic studies which includes but is not limited to installation of traffic counters on roadways, programs traffic counters, downloads traffic count data, and compiles/organizes traffic count data.
Assists with water sample collection at landfills.
Assists with emergency response to natural disasters including but not limited to traffic control, road closure, communications with public and other departments.
Assists with flagging operations
Assists in Right of Way, and Driveway Permit inspections.
Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
High school diploma or general education diploma (GED); and one (1) year of related business experience with accounting, spreadsheet, and computer input and/or training; or an equivalent combination of education and experience.
Special Qualifications:
Possession of a valid, State of Colorado driver's license. Requirement exists at the time of hire and as a condition of continued employment. Ability to earn CPR and First Aid certification and Flagging certificate.
Knowledge, Skills and Abilities:
Skill in bookkeeping; general office procedures; computer operation; employee interviewing, training, and supervision; communicating with the public, other departments and department supervisors.
Skill in preparing reports; maintaining records; and operating office equipment.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to create and @type reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
Ability to deal with problems involving several concrete variables in standardized situations.
Ability to multi task.
Ability to establish and maintain effective working relationships with fellow employees, the public, supervisors, and other County officials
PHYSICAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, this position also requires the ability to talk and hear; walk, sit, stand, climb; use hands to finger, handle, feel and reach; use close and distance vision.
WORK ENVIRONMENT
The noise level in the office work environment is usually moderate. Occasional exposure to smoke, fumes or airborne particles. Some time spent outside in various weather conditions and/or on uneven terrain.
TRAVEL
The employee may be required to travel infrequently with occasional trips to locations outside the County.
SPECIAL EQUIPMENT
Hardhat, earplugs, eye protection, leather shoes, vest, rain gear and heavy winter clothing.
