The positions on this contract are located both CONUS and OCONUS in support of the Army Sustainment Command (ASC).
This is NOT a remote role. This role will require you to report on-site 5x/week.
The Data Scientist, Subject Matter Expert will do the following in this role:
Drive agency innovation and deliver expert business intelligence with respect to data governance, data visualization, data analysis and management capabilities, organizational capacity, and enterprise analytics infrastructure in the following areas:
Enhance/Develop/Sustain decision support tools along with internal and externalportals using data/tools such as Army VANTAGE, ADVANA, Microsoft PowerAutomate; PowerBI, Python, Structured Query Language (SQL), StatisticalAnalysis System (SAS), Oracle, Microsoft Azure, Microsoft Suite of products,machine learning methods, and other data analytics tools, as necessary.
Perform research, analysis, and programming modeldevelopment projects on requirements and architecture. Develops, analyzes, andrecommends new methodologies to integrate data from various sources andsystems.
Analyze complex data elements and systems, data flows, dependencies,and relationships to contribute to conceptual physical and logical process andprocedure models.
Develop data set processes.
Use programming languagesand tools to identify and develop ways to improve reliability, efficiency, and qualityfor analysis missions, organizational goals, and future planning.
Definedeficiencies and shortfalls, recommends corrective actions to data architecture, andexecutes approved revisions
Produce data packages and reports used in the daily mission of the team byprocessing SAS code, evaluating, developing, modifying, updating, troubleshooting, and testing a desktop database (MS Access or similar product) by creating / modifying Visual Basic for Application (VBA) scripts within the desktop database to support mission requirements.
Assess data sources to determine the @types of data available and how to importdata into systems and models to reduce or eliminate manual reporting orprocessing requirements.
Use expert knowledge of representative models todetermine the adequacy of input data and ensures integrity and pertinence ofoutput data.
Anticipate, identify, and define major problems and future needs,identify root causes, and develop practical courses of action and timelysolutions.
Identify, develop, and integrate pertinent information, including internal andexternal sources, through various data collection procedures and technologies,including emerging data science and big data methodologies.
Extract relevantinformation from historical datasets; identify, create, and employ theappropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques; evaluate information in relation to its impact on decision-making.
Recommend data collection, integration, and retention requirements; and makerecommendations for improvements to methods and algorithms, based onknowledge of best practices.
Participate in the planning and implementation ofmethods, models, and tools and partners with other analysts to identifyopportunities for significant process enhancements and recommend changes.
Prepare presentations, write reports, build data visualization products, andwork to communicate technical results and actionable insights to the DivisionChief with varying levels of analytic sophistication, such as via the military decisionmaking process (MDMP), and will include building and customizing automatedtools, dashboards and customer interface portals based upon leadership and staff'srequirements using the Army-designated platform or another internal platform.
Reports and visualizations will include drilldown capabilities and be designed in away that is intuitive and usable for the division and may include the use of aprogramming language to build out certain visualizations depending on the toolbeing used.
Interface and collaborate with various process owners and others to refineunderstanding of underlying problems(s) and devise possible solutions, to includean expert understanding of issues and requirements of each division as well asleadership, to report/dashboard requirements and data needs.
Gain feedback atvarious stages of the automated report/dashboard builds and makes changes asnecessary.
Participate in, and serve as the representative on, working groups, meetings, conferences, and briefings related to data analytics program planning, technologies, and support system concepts and development.
Develop mathematical and/or statistical models for evaluation, identification,collection, and analysis of all data used to support assigned projects or program(s).
Perform work involving the conceptualization of complex operations researchanalyses and chooses specific technical methods and procedures for a singleproject or an entire area of investigation.

Qualifications
To be successful in this role, you will have:
US Citizenship.
An Active Secret security clearance.
HS Diploma/GED
Minimum of five (5) years of experience as a Data Scientist with a wide range of customer requirements in the Army supply systems and operations.
Knowledge and application of mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques.
Functional knowledge of Army retail and wholesale logistics systems, including the Global Combat Support System - Army (GCSS-A) and Army Logistics Modernization Program (LMP), along with their interfaces.
Possess a comprehensive knowledge of data programming, planning, organizing, coordinating activities such as: developing customer interface tools and dashboards, analyzing stockage performance, implementing corrective actions, tracking and monitoring internal and external processes.
Knowledge of logistics database development and supply procedures including developing and documenting functional processing logic, programming specifications, data @types and relationships, and functional testing.
Broad knowledge and utilization of Oracle, TOAD, SQL, and the GCSSA Business Intelligence Suite of Tools.
Proficient in Microsoft Office Suite of Tools, including Microsoft Excel and Access.
Functional knowledge of analytical and evaluative methods required to support a wide range of customer requirements for Army tactical units and other organizations.
Broad knowledge of Army, DoD, and other agency organizational structure, logistics policy and logistics processes.
Ability in identifying areas of programmatic deficiency, accomplishing analyses and in making recommendations for enhancements.
Skill in preparing procedures, information papers, briefings, and reports.
