Job Title: Program Regulatory Consultant- Current DBHDD Employees Only- Atlanta
Pay Grade: K

Job Summary:
Job Description: The Program Regulatory Consultant reports to the DUI Intervention Program Director in assisting the DBHDD Office of Addictive Diseases achieve compliance with applicable Georgia DUI laws and standards.
Purpose: The Program Regulatory Consultant advises senior management and applies established processes and systems to ensure compliance with departmental regulations and implementation of the provision of the rules, policies and procedures. Serves as a link concerning the government, the public, and DUIIP approved providers on the registry.
Duties and Responsibilities:
Performs job responsibilities with minimal supervision.
Participates in the development of long-term plans and strategy for the program.
Screen, review and process new Clinical Evaluators and Treatment Providers applications for DBHDD approval to provide services to DUI offenders
Develop and implement training and development modules to orient and integrate new providers to the DUI Intervention Program Procedure Manual.
Plans, develops, implements and maintains a system designed to coordinate and provide continuous and systematic evaluations for the program initiatives.
Conduct refresher trainings to help approved providers acquire new, and improved knowledge and skills to enhance performance.
Review applications for Requirements Met Certificate for license reinstatement and review Out-of-State clinical evaluations and treatment documents to see if they meet Georgia's requirements.
Serve as liaison to DBHDD agents (Georgia Collaborative ASO) charged with auditing and inspecting the records and facilities of Clinical Evaluators and Treatment Providers to verify compliance with rules and regulations.
Effect Technical Assistance Plans or Corrective Action Plans to help administrative desk reviewed providers address considered deficiencies, as revealed by the auditors and other DBHDD staff.
Investigate complaints and reported violations that can lead to disciplinary action or discharge from the registry
Serve as liaison to the Criminal Justice System, Probation/Parole, Department of Driver Services, and treatment community at large.
Conduct referrals to assist clients and/or providers in utilizing the support systems and appropriate community resources available.
Maintain a separate file for each provider inspected or investigated and found in violation of the rules and regulations.
Consult with other professionals regarding evaluation and treatment services to assure comprehensive, quality care for the DUI Offenders
Adhere to applicable laws, regulations and DBHDD policies governing the evaluation and treatment of DUI Offenders
Screen/review New Provider applications to ensure competencies of evaluation or treatment are present.
Required skills: The Program Regulatory Consultant must have strong communication skills and interpersonal proficiencies because of need to be able to communicate with many individuals to ensure acquisition of the information needed about applicable regulations. The Program Regulatory Consultant also needs communication skills to teach clear policies. The Program Regulatory Consultant should have problem-solving skills to come up with procedures and policies that will address issues the DBHDD DUI Intervention Program has with regulation compliance. He/she also needs to have teamwork skills because the job involves intra and inter-department collaboration. Analytical skills are needed to review existing procedures, and the Program Regulatory Consultant also needs to have time management skills to meet deadlines and file paperwork on schedule.

FOR THIS TYPE OF EMPLOYMENT, STATE LAW REQUIRES A NATIONAL AND STATE BACKGROUND CHECK AS A CONDITION OF EMPLOYMENT.
High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and four (4) years of job-related experience; or two (2) years experience required at the lower level Planner 2 (GSP051) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
