Summary This position of Boiler Plant Operator Supervisor is located at the Wilmington VA Medical Center in Wilmington, DE. Within the Facilities Engineering Service, Maintenance Section, under the authority delegated by the Chief Engineer and the general supervision of the AC Equipment Mechanic Supervisor and having full supervisory responsibility for control over all work operations and subordinates through the direct supervision of five Boiler Plant Operators. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES Supervisory Duties 60% Plans and schedules daily, weekly, and monthly work schedules and assignments for employees supervised. Establishes deadlines and priorities on the basis of general work schedules, methods, and procedures of the team. Explains work requirements, methods, and procedures as needed. Provides on-the-job training of all employees assigned to sections in appropriate trade techniques. Must be familiar with pertinent rules and regulations regarding employees' conduct, safety, fire, care of equipment, etc. Must be familiar with proper safety techniques and procedures so that the regular and safe functioning of the Medical Center is assured. Responsible for the maintenance, storage and safeguard of tools, equipment, materials, and supplies for his/her area of assignment. Responsible for instructing employees in work operations and conducts inspections of work while in progress and completed to assure that all factors are adhered to and all objectives have been met. Reviews and analyzes records and reports of work production, costs, and equipment and resource utilization to evaluate progress and to control or reduce costs. Provides work assignments to subordinates either verbally or in writing. Provides technical and administrative supervision to individuals. Establishes performance standards and evaluates the performance of subordinate employees. Non-Supervisory Duties: 40% While working as supervisor, will perform the duties of a Boiler Plant operator while on duty. Required to cover additional shifts as needed for emergent situations or shortages in staffing. Performs Contracting Officers Representative Duties: Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction. Serves as technical authority providing expert advice in the administration of projects and oversight of construction and maintenance in a complex functional specialization. Reviews contracted engineers, architects, and contractors' activity plans, specifications, and cost estimates for technical adequacy as it relates to boiler plant operations. Establishes and oversees maintenance and service contracts. Maintains material inventory.
