Responsiblities
The Enhanced Capabilities of Subcritical Experiments directorate is looking for a strong leader with managerial and diagnostic fielding experience to manage a team of technicians, scientists, and engineers who design, develop, characterize, and field neutron generating pulsed power machines on high stakes weapons physics experiments conducted at PULSE, located at the Nevada National Security Site. The selected candidate will report primarily to NLV and the NNSS as the Dense Plasma Focus Operations Manager within the ECSE organization to manage DPF machines in NLV, Area 11, and PULSE in direct support of our mission to ensure the safety, security, and reliability of our nation's nuclear weapon stockpile.
Key Responsibilities
Manage a technical team of managers, engineers, scientists, and technicians responsible for designing, installing, operating, and maintaining the Z-pinch Experiment Underground System (ZEUS) DPF, and its associated test beds at PULSE, Area 11, and NLV in support of subcritical experiments.
Work with project and functional management teams, and weapons laboratory customers to identify technical skillset needs and leadership needs within the ECSE workforce to support multiple major pulsed power test beds at the NNSS and in North Las Vegas, primarily NDSE testbeds in NLV, Area 11, and U1a.
Collaborate with project managers and control account managers across the NNSS and partner laboratories to appropriately staff NDSE system development, diagnostics, operations, and maintenance teams.
Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
Responsible for recruiting employees based on continuous assessment of technical needs; identifying and assigning appropriate hazard mitigation training based on specific job assignments; and creating career development opportunities.
Responsible for technical skillset development training, including emphasis on upholding the rigor, pedigree, and reputation of world class SCE diagnostics fielding at the NNSS and NWL firing sites.
Promote and drive collaboration among Scorpius, ZEUS, and Cygnus machine subject matter experts in an ongoing effort to integrate and centralize training programs where feasible, and to leverage common skillsets required across each platform to move toward a more unified pulsed power diagnostic fielding team.
May be expected to own technical scope of work at the work package manger and control account manager level, responsible for scheduling, planning resources, budgeting, tracking & reporting on performance, and identifying & applying corrective actions.

Qualifications
Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.
Documented experience and proven ability to effectively monitor project progress and initiate actions to ensure milestones and schedules are met and work is performed within budget.
Excellent written and oral communication skills required. Must possess interpersonal communication skills to promote an open and informal communication environment.
Demonstrated ability to work independently, organize and prioritize work, manage multiple tasks and changing priorities, mediate conflict and apply leadership concepts and techniques.
Demonstrated skill to establish and maintain strong and effective customer relations and to anticipate change and adjust promptly and effectively.
The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) with some work occasionally performed at the Losee Road facility in North Las Vegas, Nevada.
Work schedule for this position will be 4/10's, Monday - Thursday (subject to change). Travel, as needed, to support experiments, workshops, and other collaborative activities.
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $151,881.60 to $243,006.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
