Description and Functions
GENERAL DESCRIPTION:
A great place to live for those interested in outdoor activities as Cheyenne is just 30 minutes from Curt Gowdy State Park, about an hour from Rocky Mountain National Park, and about 90 minutes from Glendo State Park and Reservoir. Cheyenne is located just 45 miles from two (2) Division 1 schools, the University of Wyoming and Colorado State University, for those who may want to pursue additional educational opportunities. Outdoor activities include hunting, fishing, camping, boating, backpacking, mountain biking, skiing, and other outdoor activities.
This is an entry-level Air Quality Division (AQD) Compliance Engineer II. This position will perform high-level, complex technical tasks related to air quality compliance assurance within several Southeastern Wyoming counties. Will inspect and evaluate a wide range of industrial facilities, processes, and emission control equipment. Will work with industry personnel regarding the design, construction, and operation of facilities to ensure regulatory compliance. Will write detailed reports based on evaluations. Will respond to and seek resolution of complaints in a timely and professional manner. This position is not eligible for teleworking due to the requirements to conduct in-person inspections at industrial facilities and respond in person to public concerns or complaints. The State of Wyoming cannot sponsor potential employees.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Performs field inspections of moderate to complex industrial sources of regulated air contaminants, industrial processes, and air pollution control equipment to ensure that facilities are constructed or modified to conform with requirements covered by permitting and are operating in compliance with federal and state standards and regulations.
Ensures that facilities meet technical, policy, and regulatory requirements; recognizes and flags concerns; suggests modifications or improvements.
Confers with industry personnel to ensure goals are achieved and requirements met.
Assists with formal and informal training of personnel in use of software and monitoring equipment.
Provide technical guidance and advice on a wide range of complex regulatory and policy requirements.
Detailed technical and regulatory evaluations are needed to determine compliance with applicable requirements.
Provides oversight and evaluation of engineering projects related to air quality and controls.
Evaluates complicated technical submissions, permits, reports, inspections, and monitoring data.
Applies professional judgment, engineering knowledge, and accepted engineering practices to evaluate industrial processes.
Abnormal condition and malfunction reports are evaluated to determine whether or not the reports meet regulatory requirements, and recommend approval or disapproval of the reports, resulting in correspondence for supervisory personnel to provide the results of the evaluation back to the applicable facility.
Evaluates compliance reviews by facility staff, contract employees, and/or consultants.
Conducts independent field work and inspections.
Reviews progress and inspects corrective actions; manages multiple complex projects for corrective actions.
Observes and analyzes source sampling procedures used by facilities; provides corrective action when necessary to ensure compliance with established test methods and procedures; uses engineering principles and knowledge to evaluate results.
Develops and provides written reports, memos, and/or comments.
Works with the Attorney General's Office and/or the AQD Stationary Source Compliance Program to provide support, materials, and/or technical expertise in legal actions or enforcement actions taken by the State of Wyoming, DEQ, or AQD as needed.
Analyzes and responds to public comments, observations, and complaints regarding emissions sources and facilities.
Qualifications
PREFERENCES:
Preference may be given to those with applicable experience in air pollution controls or industry processes related to air quality. Preference may be given to those who have their Professional Engineer's (PE) license.
KNOWLEDGE:
Knowledge of Federal and State air quality regulations, including those listed in 40 CFR Parts 60, 61, and 63.
Knowledge of technical writing skills and techniques.
Knowledge of principles, theories, concepts, and practices of engineering.
Knowledge of industrial processes and pollution controls.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (in Engineering)
Experience:
0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineer I.
Certificates, Licenses, Registrations:
Engineer in Training (EIT) License or Fundamentals in Engineering (FE) Required.
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Participation in the various groups as Wyoming's representative may require extensive travel at times.
Must be able to work in an industrial environment, including being able to climb ladders, walk over rough terrain, be comfortable working at heights, and potentially in hazardous environments.
Travel is required - Ability to drive vehicles in all @types of weather throughout the calendar year.
Valid driver's license.
