Summary An independent Federal agency, the U.S. International Commission provides the President and Congress with high-quality analysis and technical support on international trade, tariff and competitiveness issues; hears and decides import injury cases; and publishes the United States' tariff schedule. Responsibilities This IT Specialist position provides information technology services to the OCIO as the Webmaster. The incumbent reports directly to the Supervisory IT Specialist within a collaborative environment to implement and maintain the USITC's public and intranet websites, serves as the point of contact and authoritative source for information regarding the websites, and makes technology recommendations and design decisions which improve the efficiency and effectiveness of IT operations, especially those related to implementation and maintenance of the USITC's web services. Major duties: Acts as the leader and catalyst to develop and articulate the overall focus and concept for the agency's internet and intranet websites in keeping with Commission priorities and objectives. Ensures the high-quality design, coding, testing, documentation, deployment and maintenance of agency websites and web applications using the current technologies (i.e., programming languages, frameworks, operating systems) and methodologies adopted for use within the OCIO. Ensures the proper configuration, administration and optimization of web technologies and third party software which are integrated as part of website and web application designs. Provides project leadership being responsible for all aspects of a project's end-to-end technical implementation, including both software and hardware architecture for a system. BASIC REQUIREMENT To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level obtained in the federal or private sector which demonstrates ALL of the following: Formulating solutions to implement and maintain a large public website integrating various advanced web technologies, such as web servers, content management systems and enterprise search engines while ensuring compliance with all required security standards and guidelines; Designing the front-end interface and information architecture for a large website applying industry-standard design concepts for usability in terms of content, functionality, navigation, look and feel; Searchability, and performance to ensure a positive user experience and complying with Federally-mandated accessibility requirements of Section 508 of the Rehabilitation Act; Developing a large website through all end-to-end activities in the software development lifecycle including requirements gathering, design, development, testing, deployment, documentation, training, and maintenance using programming and scripting languages (e.g., HTML, CSS, JavaScript, PHP), development frameworks (e.g. Bootstrap), configuration management systems (e.g., Drupal), development methodologies (e.g., Agile), and operating systems (e.g., Linux); Maintaining a production website to effectively ensure its high availability, its content is accurate and up-to-date, all functional production issues are addressed quickly, and website technology is continuously secured through software upgrades and patches; AND Leading or being a member of a project team implementing a large website which follows industry best practices for software development, employs accepted project management techniques, adheres to configuration management principles, and adopts security best practices.
