The Workers' Compensation and Leave Consultant (HR Consultant 1) will serve as the agency's subject matter expert, providing advanced guidance, training, and technical support to Minnesota Department of Veterans Affairs human resources staff, managers, supervisors, and executive leadership on workers' compensation and leaves.
This role will focus on the effective administration of Workers' Compensation, Family and Medical Leave Act (FMLA) in coordination with the Americans with Disabilities Act (ADA), Military Leave, other contractual or plan-based leave programs. They will also provide leadership, consultation, direction and coordination for Workers' Compensation and OSHA Recordkeeping throughout MDVA.

Minimum Qualifications
Three (3) years of experience directing the administration and compliance oversight of worker's compensation and Family Medical Leave Act (FMLA) processes, ensuring timely, equitable, and legally sound application across the organization.
Experience must demonstrate the following:
Experience with employment laws including Americans with Disabilities Act (ADA), FMLA, Uniformed Services Employment and Reemployment Rights Act (USSERA)/Military Leave, and unpaid leave.
Experience ensuring compliance with OSHA recordkeeping and reporting requirements, including accurately maintaining injury/illness logs, preparing reports, and meeting federal and state deadlines.
Skillsintechnologysufficienttosuccessfullyperformjobduties in programssuch as MicrosoftWord,Excel, PowerPoint, Adobe (PDFs), Teams, Human Resources Information System (HRIS), iRisk (or other claims processing systems).
Presentation skills sufficient to provide training and/or consultation with employees, managers and supervisors regarding workers compensation, FMLA, medical and other applicable leaves practices and procedures.
Knowledge of workers compensation statutes, rules, and regulations.
KnowledgeoftheAmericanswithDisabilities(ADA)anditsintegrationwithFMLAandworkers' compensation.
Preferred Qualifications
Experience managing complex or litigated workers' compensation cases in collaboration with attorneys, risk management, and/or medical professionals.
Experience administering FMLA cases, particularly complex or overlapping leave scenarios involving ADA and workers' compensation.
Experience working in a unionized/public sector environment with demonstrated ability to interpret and apply collective bargaining agreements and compensation plans.
Experience with Paid Parental Leave.
Experience with Minnesota Government Data Practices Act (MGDPA).
