Summary This FINANCIAL MANAGEMENT ANALYST is located at California Military Department (CMD), United States Property and Fiscal Office (USPFO), Comptroller Division, Pay and Exam Branch and is part of the CA USPFO Army. Responsibilities THIS IS A T5 EXCEPTED SERVICE, TEMPORARY PROMOTION POSITION. Selectee may be non-competitively promoted permanently if/when funding becomes available or position becomes unencumbered. The primary purpose of the FINANCIAL MANAGEMENT ANALYST, GS-0501-9, is to provide professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. This position serves as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts. Verify that substantiating documents are in proper order for authorized entitlements, support payments, to include command approval. Review and process special pay actions or problem cases generated by computer processing problems. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. A thorough knowledge of the DJMS, DMO, MUPS, CMS, IPPS-A, IPERMS, GFEBS, and DTS systems are required to examine, review, research, and correct payment transactions for pay accounts not covered by standard rules and regulations. Required to have extensive knowledge coding Military Pay and Allowance Transactions. Apply pay and tax laws, regulations, directives, and policies to all cases. Based on the analysis of pay accounts prepare necessary documentation to pay or collect entitlements and adjust effected taxes. Examines records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay and allowances are in accordance with prescribed administrative regulations and procedures. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. Qualifications FINANCIAL MANAGEMENT ANALYST, GS-0501-9: Must have at least one year of specialized experience, equivalent to at least the GS-08 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Applying GAO decisions, policies, and procedures; experience examining records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay and allowances are in accordance with prescribed administrative regulations and procedures; experience ensuring work is processed in accordance with established guidelines, regulations, policies, and procedures.
