Responsibilities Operates one or more @types of diesel or gasoline powered engineering and construction equipment with wheeled or crawler @type traction required for general construction and maintenance activities. Operates such equipment as road grader, backhoe, front-end loader, road roller, bulldozer and large industrial tractors to excavate, backfill, grade or level earth to fine specification. Grades surfaces, compacts soil, or rolls to specifications on flat or rolling terrain. Performs such tasks as cutting grass, patching holes/cracks in pavements, digging ditches, spreading sand and gravel, removing tree limbs and fallen trees, picking up trash and debris, breaking up pavement, spray, spreading top soil and fertilizers. Possesses a valid Government drivers CDL license (Class A or B) for pickup trucks, 20-ton dump truck, rough terrain forklift, front-end loader, backhoe, and farm tractors with implements, lawn tractors, and other related road equipment. Requirements Conditions of Employment Qualifications Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. Selective Placement Factor: Must possess a valid Government drivers CDL license (Class A or B) for pickup trucks, 20-ton dump truck, rough terrain forklift, front-end loader, backhoe, and farm tractors with implements, lawn tractors, and other related road equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Heavy and strenuous physical effort is required by the operator in constantly reaching, bending, running and moving hands, arms, feet, and legs to make frequent adjustments necessary to operate the various pieces of equipment. Considerable strain is encountered by the constant vibration of the equipment operating over rough surfaces. Frequently, the operator is required to work in awkward or strained positions. Shall be capable of wearing all safety equipment required to perform assigned tasks. Normally, lifts up to 50 pounds but may lift up to 100 pounds. Working Conditions: Operator performs work in all @types of weather, often in open driver's seat or platforms or slopes, grades and rolling surfaces. The operator is exposed to injury due to possibility of equipment overturning when operating in more difficult circumstances. Incumbent is subject to noise, vibration, dust, dirt, cold, insect stings, and fumes from the motor and exhaust. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
