Summary An independent Federal agency, the U.S. International Commission provides the President and Congress with high-quality analysis and technical support on international trade, tariff and competitiveness issues; hears and decides import injury cases; and publishes the United States' tariff schedule. Responsibilities This position is located in the Office of Operations division, Office of Investigations. As an International Trade Analyst, you will be responsible for the collection, compilation, analysis, and presentation of data related to international trade in products subject to import injury investigations, working collaboratively with teams of Economists, Industry Analysts, Auditors, and Attorneys and sharing technical knowledge regarding U.S. and foreign industry data and U.S. import data. You will coordinate the collection of information through questionnaires issued to U.S. producers, importers, and purchasers, and to foreign manufacturers and exporters; thoroughly analyze and carefully compile data from questionnaires and from secondary sources; and present the data in a manner that accurately, succinctly, and objectively summarizes the record compiled in the Commission's proceedings. The selected individual will interact frequently with company officials and legal counsel regarding questionnaire responses and other information obtained during the course of investigating complaints of injury to industries in the United States from import competition. The ideal candidate is inquisitive and possesses the ability to obtain, analyze, and report on a broad range of trade and industry information from domestic and foreign market participants, from a variety of U.S. and foreign government sources, and from other published material. Such a candidate (1) demonstrates an ability and desire to design surveys and analyze primary data, along with secondary research, on a wide range of products and industries; (2) is skilled at resolving trade and industry data issues; (3) has excellent interpersonal skills; (4) is comfortable working in a team environment and communicating with high level industry and government officials; (5) excels in both written and oral communication; (6) possesses a firm grasp of microeconomic, macroeconomic, industrial organization concepts; (7) demonstrates practical knowledge of data and quantitative methods of analysis and advanced skills in the use of spreadsheets and analytical tools; and (8) has a knowledge of international trade remedy laws. To meet the basic requirement for an International Trade Analyst, you must meet one of the following basic requirements for the position: A. Undergraduate and Graduate Education that included or was supplemented by major study in business administration, economics, business or international law, finance, industrial management, international trade/relations, or other fields directly related to the position. IN ADDITION to meeting the basic requirement above, you must possess the necessary specialized experience or education listed below. To qualify at the GS-11 level, applicants must have one year of specialized experience at the GS-9 level obtained in the federal or private sector which demonstrates: conducting studies containing trade, economic, financial, and marketing data; applying fact-finding and investigative techniques to gather trade data from various sources; using qualitative and quantitative analytical techniques to present data and findings; and preparing and delivering briefings to managers on study findings and recommendations and collaborating as a member of a team on a research project. OR You can use your education to qualify if you possess a Ph.D. or equivalent doctoral degree 3 full years of progressively higher level graduate education leading to such a degree an LL.M., if related. Your education must be in a degree program related to the job. Examples of related degree programs include business administration, economics, business or international law, finance, industrial management, and international trade/relations. OR Combination of Education and Experience: A percentage of the experience and a percentage of the education that when added together total at least 100 percent. To combine your experience and education, you must convert the figures to a percentage and add them together. The combined total percentages of your education and experience must equal at least 100% in order to qualify. To calculate your percentage of undergraduate education, divide the number of undergraduate hours you've completed by 120. To calculate your percentage of graduate education, divide the number of graduate semester hours you've completed by 18. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. To qualify at the GS-12 level, applicants must have applicants must have one year of specialized experience at the GS-11 level obtained in the federal or private sector which demonstrates; producing studies containing trade, economic, financial, and marketing data; generating and applying fact-finding and investigative techniques to gather trade data from a variety of sources; using qualitative and quantitative analytical techniques to present findings; and delivering briefings to managers on study findings and recommendations and collaborating as a member of a team on research projects. To qualify at the GS-13 level, applicants must have applicants must have one year of specialized experience at the GS-12 level obtained in the federal or private sector which demonstrates; producing studies containing trade, economic, financial, and marketing data, that exhibit antidumping/ countervailing duty knowledge and relevant trade and industry data collection and analysis; generating and applying fact-finding and investigative techniques to gather trade data from a variety of sources that include import injury data, firm-specific surveys/questionnaires, and/or antidumping/ countervailing duty-related information; using qualitative and quantitative analytical techniques to present findings that pertain to import injury or antidumping/countervailing duty analysis; and delivering briefings to managers on import injury or antidumping/countervailing duty findings and recommendations; collaborating as a member of multidisciplinary teams on research projects.
