Summary OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, and Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities Current OIG Employees will remain at their current duty location. This position is located within the Immediate Office of the Inspector General under the OIG Chief Data Officer of the Office of Data and Analytics (ODA). The Office of Data and Analytics provides state of the art data services and develops innovative analytic products to facilitate early detection of fraud, waste, and abuse. The purpose of the position is to deliver data processing, advanced statistical analysis, proto@typed visualization to summarize findings, and other analytical services to the OIG on a timely basis. As a Supervisory Data Scientist, you will: Lead and develop effective data processing, advanced statistical analysis, proto@typed visualization to summarize findings and other analytical services to the OIG ion a timely basis. Direct diverse and complex analytical studies; works autonomously building projects from start to finish, participate in projects and make proposal for new and innovative projects where the incumbent provides leadership and direction to broad data research project of major policy importance, difficulty, and complexity directed toward significant problems relating to goals and mission of OIG. These projects include, but are not limited to, Department policies and activities in healthcare, benefits, payrolls, procurement, and financial operations. Direct the development of advanced visualization models to display complex and massive data, including networks, sequence, and geographic information, to make conjectures based on data driven evidence; provides advice and consultation on a variety of problems involving the theory or application of statistical methods, and advise on potential strengths and limitations of pertinent statistical methods and techniques. Initiate, define project requirements, and lead entire data analytic cycles, including forming a @context-relevant question or hypothesis, identifying sources of data and obtaining data, processing and transforming data so it is conducive to analysis, summarizing and analyzing data to create statistical evidence, and creating and communicating results in a timely fashion. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: sing Structured Query Language (SQL), R, Python, Statistical Analysis System (SAS), or equivalent statistical analysis packages to query and analyze data from nation- or enterprise-wide data warehouses; AND Planning and directing statisticians and data scientists who are responsible for conducting statistical analysis; AND Planning, implementing, and directing robust processes to ensure that data for analysis are in high quality, methods for data analysis are sound, and interpretation of findings are objective to help make informed decisions; AND Planning, implementing, and directing overarching analytic projects and initiatives. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment. Education To be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions in the federal government. These requirements are: A) A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B) A combination of education and experience with courses equivalent to a major field of study (30 semester hours/45 quarter hours) as shown in paragraph A above, plus additional education or appropriate experience.
