This role performs senior- level consultative services and technical assistance on behalf of the Statewide Training and Certification Program (TCP). Work involves -planning, development, and implementation of the TCPand#8217;s initiatives. Serves as the programand#8217;s liaison. Provides customer support and assistance to contract managers and procurement professionals within governmental agencies, state of Texas (agencies), co-ops and political subdivisions who participate in the statewide TCP. Maintains the programand#8217;s training records and manages the logistics of the programand#8217;s registration site to include, but not limited to, posting of courses, payments and course closeout. Organizing and analyzing training needs to establish goals and objectives for program advancements. Reviewing literature, statutes, rules and/or policies to develop program guidelines and curriculum. May coordinate, facilitate and/or teach specialized training sessions. May develop the programand#8217;s procedural, educational, and marketing materials. May train others. Qualifications: Minimum QualificationsGraduation from an accredited four-year college or university with a bachelorand#8217;s degree.
Four years of experience providing consultative services and technical assistance to program staff, governmental agencies, organizations, or the general public.
Four years of experience with development of adult education curriculum development, instructional design research, program management, and program evaluation.
Four years of policy analysis experience.
Four years of project management experience.Preferred QualificationsGraduation from an accredited four-year college or university with a bachelorand#8217;s degree in education, organizational development, business administration, human resources, or public policy.
Graduation from an accredited four-year college or university with a Master of Business Administration (MBA), Master of Public Administration (MPA), Master of Education (MEd), or Master of Public Affairs (MPAff) degree.
Two years of experience writing procedure manuals, reports, educational workbooks or related projects.
Two years of experience with procurement or contract management.
Two years of experience researching or implementing Texas state statute and rules.
Two years of experience with public outreach.
Two years of experience in procurement policy analysis.Substitution:One (1) additional year of experience providing consultative services and technical assistance to program staff, governmental agencies, organizations, or the general public may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).In this role you willResearches statute and best practices to improve training curriculum. Evaluate research findings relative to specific projects being developed. Updates curriculum to reflect current law. Develops training materials and continuing education opportunities. Coordinates, facilitates and/or teaches specialized training sessions. Conducts outreach initiatives and develops web content for the program.
Provides consultative support to agencies and professional groups involved in the program to resolve issues and problems. Assists with formulating policies and procedures for the program. Assists with compiling data, preparing reports and other correspondence.
Facilitates the logistics and processes new certification and renewal applications in a timely manner for contract management and procurement professionals. Maintains an accurate database of student records, profiles, payments, and exam results. Monitors course payments used for program revenues.
Perform special projects as assigned. Performs other related duties as assigned.
