The primary purpose of this position is to provide the services of a professional intelligence analyst to enable AirForce Technical Operations Center (AFTOC) time-dominant operations for surveillance of nuclear and tactical problem sets. Salary ranges include local market supplements Responsibilities Leads the squadron's Analytic Production Team and provides direction to analysts who leverage geospatial, human and signals reporting in their daily analysis of events and signatures of interest for national nuclear treaty surveillance and theater requirements and essential elements of information (EEI). Serves as the Squadron's all-source intelligence Subject Matter Expert on analytic lines, published reports, and the squadron's surveillance capabilities supporting theater tactical requirements and national nuclear surveillance missions. Plans, organizes, and directs the analysis and production activities of team members and provided advice and assistance compliant with legal and regulatory requirements to meet customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a mastery of knowledge of the Intelligence Community's various techniques to include HUMINT, SIGINT, GEOINT, and OSINT missions, resources, operations, capabilities, databases, and requirements to perform intelligence research, analysis, and production. Additionally, understand a wide range of concepts governing the 22 SURS mission. Expert knowledge of the interplay of geographic, political, military, economic, and industrial forces in various regions of the world, as well as foreign intelligence threat entities, operations, and capabilities that may be directed against USAF, DoD, and US resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a comprehensive range of HUMINT, GEOINT, SIGINT, and OSINT intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data to make recommendations in developing collection capabilities, new hypotheses and theories, and threat assessments. Knowledge and application of the principles, concepts, and methodologies of intelligence analysis, research, and production standards and directives utilized in the ISR community. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes. Skill editing and publishing clear and concise reports in accordance with ICD standards and delivering written and/or verbal presentations. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement and experience and present and/or justify a position effectively. The incumbent must be capable of interacting successfully with the operational Air Force community, managers, engineers, scientists, senior-level government officials, and representatives of other government agencies, academies, and industry. Ability to manage a small staff and carry out all phases of personnel management responsibilities CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the AirForce Civilian Drug Demand Reduction Program.
