THECB Internal PostingGeneral Description:Performs advanced (senior-level) managerial work providing direction and guidance regarding grants administration operations for the Texas Higher Education Coordinating Board (THECB). Leads and directs the design, development, and deployment of a comprehensive, standardized approach to grants administration across the agency, including the development and use of tools, policies, and resources to support efficiency, compliance, accountability, and effectiveness. Ensures that all process outputs meet quality standards, statutory requirements, and agency deadlines in support of the mission, vision, strategy, and goals of THECB leadership.Duties involve working with agency staff to: understand key functions and processes; document processes; determine barriers, pressure points, and opportunities for improvement; develop new or revised processes and procedures; and train staff to ensure understanding and compliance. The Assistant Commissioner will periodically evaluate processes and procedures to ensure they are achieving intended results and redesign where alignment is not adequate.The Assistant Commissioner also develops and applies standardized rubrics for grant solicitations and awards, evaluates the effectiveness of agency grant programs, and reports on outcomes and recommendations to agency leadership for consideration.This position works independently with authority to direct work to support division and agency goals and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.General Duties and Responsibilities:and#8226;Serves as the functional lead for grants administration at the agency, coordinating multiple initiatives and ensuring appropriate prioritization of grant-related issues across the agency.and#8226;Directs and oversees the administration of state and federal grant programs, including solicitation, award, monitoring, compliance, reporting, and closeout.and#8226;Develops evaluation frameworks and standardized rubrics for grant solicitations and awards to ensure fair, transparent, and merit-based funding decisions.and#8226;Conducts evaluations of agency grant programs to assess effectiveness and alignment with agency strategic priorities. Prepares reports on outcomes, lessons learned, and recommendations for improvement for agency leadership, the Coordinating Board, and the Legislature as required.and#8226;Manages the development and integration of standardized grants administration processes and procedures that align with agency goals, statutory requirements, and federal and state rules.and#8226;Ensures that quality control mechanisms are defined, documented, implemented, and understood by relevant parties, including external grantees.and#8226;Reports to agency leadership on the development and implementation of strategic initiatives within the @context of a standardized procedural environment.and#8226;Hires, supervises, and ensures the skill development of staff with a customer service orientation.and#8226;Works with other THECB divisions and external higher education stakeholders to promote coordination, compliance, and efficiency in grant administration.and#8226;Collaborates closely with other Assistant Commissioners, Associate Commissioners, and senior directors to support agency-wide strategic priorities and integrated processes.and#8226;Prepares materials for quarterly Coordinating Board meetings and Board Committee meetings as assigned.and#8226;Performs other duties as assigned.Knowledge, Skills, and Abilities:and#8226;Proven track record of performance in grantsadministration, program management, or process improvement.and#8226;Knowledge of local, state, and federal laws and regulations relevant to grants administration.and#8226;Skill in developing grant evaluation methodologies, including criteria, rubrics, and scoring frameworks.and#8226;Skill in assessing program effectiveness, measuring outcomes, and producing actionable recommendations for leadership and policymakers.and#8226;Effective and engaging interpersonal skills.and#8226;Skill in analyzing complex issues and distilling them into straightforward recommendations.and#8226;Ability to work collaboratively with coworkers at varying career levels to solve problems and achieve intended results.and#8226;Ability to communicate effectively, orally and in writing, and to supervise the work of others.and#8226;Ability to coach, mentor, and manage staff performance.and#8226;Ability to develop, implement, and monitor standardized processes to ensure quality and compliance.and#8226;Ability to handle conflict and resolve issues through appropriate channels.Military Crosswalk: https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSC_ProgramManagement.pdf
