Summary This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate, Personnel Services Division (PDS). The PSD provides a wide range of consolidated human resource management program functions, specialized technical services, database administration for various automation initiatives, and centralized processing for various DoD agencies and offices located n the Nation Capital Region (NCR) and for their respective field activities. Responsibilities Incumbent typical work assignments may include the following: Serves as a Senior Human Resources Specialist (Recruitment & Placement) providing services on a wide range of professional, scientific, administrative, and highly technical positions. Performs external recruitment using a wide range of recruiting methods and hiring flexibilities. Ensures the prompt processing of all personnel actions and accurate position documentation in DCPDS. Creates USA Staffing assessments, job announcements ad certificate of referrals that reflect the requirements of the positions to be field. Advises organizational leadership regarding staffing questions regarding aspects of recruitment strategies and employee qualifications. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience is defined as providing direct support to the recruitment process through application of HR policy, laws, and regulations; utilization of HR systems; and working directly with candidates and hiring mangers during the hiring process. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as experience serving as a recruitment specialist advising managers on hiring strategies, conducting job analyses, drafting vacancy announcements and evaluating candidate qualifications. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as 1) Providing technical advice on administering and executing the whole lifecycle of a recruitment and placement program. This experience should demonstrate proficiency with job analyses, merit promotion procedures and requirements, qualifications determinations, pay administration, special hiring authorities (e.g., DHA, EHA, etc.), alternate personnel systems, and alternative candidate sourcing methods; and, 2) Advising on complex position management, classification problems, and recruitment issues that typically require analyzing and/or troubleshooting a wide range of unusual conditions. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. Such study may have been performed on a full-time or part-time basis.
