About the Board of Animal Health:
Creating a healthy, disease-free environment for Indiana's 31 million animals is no small feat. BOAH's team of veterinarians and animal health inspectors travel to all corners of the state to investigate possible outbreaks of disease and advise animal owners about disease prevention.
Role Overview:
Serves as a subject matter expert for Hazard Analysis and Critical Control Point (HACCP), Sanitation Standard Operating Procedure (SSOP), Public Health Insformation System (PHIS), labeling, processing, facility requirements and sampling programs.
Works with agency leadership to ensure activies in regulated establishments produces products that are safe for human food, unadulterated, accurately labeled, and complies with all applicable laws.
Represents the BOAH in liaison contacts with plant owners, Indiana Department of Health and local health departments, U.S. Food and Drug Administration, United States Department of Agriculture Food Safety Inspection Service, and food safety laboratories.
Serves as an Enforcement, Investigation and Analysis Officer (EIA):
Responsible for evaluating the activities and results of the Meat and Poultry Inspection Division in the area of slaughter and processing sanitation and Hazard Analysis and Critical Control Point (HACCP) practices.
Comprehensive food safety assessments (FSA's) of meat and poutlry establishments. Evaluates all food safety aspects that relate to the establishment and its products, the nature and source of all materials received, the establishment's processes and the environment of the establishment. The EIAO is to assess the design and validity of the hazard analysis, HACCP plan, Sanitation Standard Operating Procedures (Sanitation SOPs), pre-requisite programs, testing programs such as the generic E. coli procedures; and any other programs that constitute the establishment's HACCP system.
The EIAO functions as the subject matter expert and consults with staff, clarify procedure and interpretation.
FSA's provide an opportunity to evaluate the quality of work performed by others and an opportunity to assure correction, enforcement and compliance. Incumbent has major input into establishing inspection procedures to maintain the level of program compliance required by the United States Department of Agriculture Food Safety Inspection Service (FSIS) in the base and Cooperative Interstate Shipment (CIS) programs.
Salary Statement:
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.
A Day in the Life:
Incumbent serves as a subject matter expert for Hazard Analysis and Critical Control Point (HACCP), Sanitation Standard Operating Procedure (SSOP), Public Health Insformation System (PHIS), labeling, processing, facility requirements and sampling programs.
Incumbent is responsible for designing, creating and implementing training programs for new and existing inspectors in all areas of subject matter expertise.
Incumbent is responsbile for designing, creating and implementing programs for meat and poultry establishment owners and their employees concerning meat and poultry program requirements.
Incumbent designs and implements label approval programs, reviews and carries out label approvals.
Incumbent designs and implements programs to collect, analyize and report data from activity at state governed facilities.
Conduct Food Safety Assessments (FSA), of Official Slaughter and Processing plants.
Perform standard evaluations of Meat and Poultry Inspector's sampling methods and other techniques and processes making recommendations with respect to new principles and policies. Works to establish related goals and priorities.
Prepare technical reports of FSA's, certifications, and approvals, sending documented findings to the FSIS office for compliance with provisions of the Federal Meat and Poultry Inspection program.
Review, analyze and evaluate Meat and Poultry Division documents, records, and files for compliance with Indiana and federal law.
Report to and consult with the Meat and Poultry Division Director on the results of the FSA findings, certifications, and approvals, and make recommendations for actions. In addition, evaluate the overall Meat and Poultry Division program for compliance to the Indiana and Federal meat and poultry inspection laws then recommend changes and improvements.
Provide consultation and technical advice to the BOAH Meat and Poultry Division Director and Deputy Director, Area Supervisors, and Inspectors. Provide information to meat and poultry plant owners and managers on the provisions and application of the Indiana and Federal meat and poultry inspection laws.
Conduct routine and nonroutine regulatory inspections of meat and poultry slaugther and processing activities in establishments.
Serves as liaison with USDA, Food Safety Inspection Service personnel on federal reviews of official, custom exempt, Curtis Amendment and Cooperative Intersate Shipment program facilities.
Investigate consumer complaints related to meat and poultry products and conduct food product recall effectiveness checks.
Investigate reported food poisonings and hazardous events such as fires, floods, damage by winds, chemical spills, and other occurrences affecting meat and poultry related supplies.
Detain and seize meat and poultry products when situations require the immediate removal of product from the market.
Perform related duties as required by the Meat and Poultry Division Director.This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:
You must have the following requirements to be considered for employment:
A Bachelor Degree, preferred, from an accredited University or College with a minimum of thirty (30) semester hours in biological science, chemistry, food science, nutrition, microbiology, agriculture, administration, mathematics, engineering, environmental health, public health, or a related field.
Completion of state provided training to become certified by the United States Department of Agriculture, Food Safety Inspection Service (FSIS) as an EIAO.
Successful completion of USDA training courses, including livestock and poultry slaughter, inspection methods, further processing and labeling, and ready to eat/SS which requires attending coursea and passing exams.
Extensive knowledge of Meat and Poultry Inspection as described by the Indiana and federal law.
Extensive knowledge of, and the ability to apply and use federal and state laws and policies.
Extensive knowledge of food protection principles and practices, including bacteriology, microbiology, chemistry, food science, engineering, and computer technology.
Specialized knowledge of and the ability to operate testing equipment required in field of specialization, such as computer processing controls, holding time test, pressure differential controls, and thermometer calibrations.
General knowledge of and the ability to review plans and other drawings of facility construction and layout, equipment, and processing procedures, and to make recommendations for needed changes.
Specialized knowledge of inspection and investigation methods, procedures, and techniques.
Ability to observe, evaluate and recognize potential adverse sanitation conditions, record keeping processes, or law violations, and prepare reports documenting findings.
Ability to communicate, verbally and in writing, with individuals or groups.
Knowledge and ability to operate a personal computer and applications.
Ability to obtain a valid driver's license and to perform moderate to extensive travel with reliable transportation.
Able to perform essential functions with or without reasonable accommodation.
