The Background Studies Division (BGS) in the Office of Inspector General (OIG) is seeking a Quality Management Unit Supervisor to join our Compliance and Quality Management (CQM) area. The Quality Management (QM) Unit is responsible for planning, developing, and implementing quality assurance, control, and improvement initiatives and coordinating quality activities for all facets of DHS' statewide background study system. As QM Unit Supervisor, you will provide consultation and monitoring for quality standards planning related to compliance with state and federal background study laws that traverse publicly funded health and human services programs/providers.
The QM Unit Supervisor serves as a major contributor to the division. This position will direct supervision of professional employees, have a substantial role in developing and coordinating the BGS quality management system and projects, and will perform cross-functional work across divisions in the OIG and with DHS programs to ensure enterprise-wide processes and systems conform with state, and federal laws, rules, and regulations . This position will interact with employees at all levels within the Background Studies (BGS) division, Office of Inspector General (OIG), and Department of Human Services (DHS).
Responsibilities include:
Determine and implement the workplan, organization structure, objectives, priorities, and policies of the QM Unit to define and guide how the quality program's capabilities will be developed, implemented, and maintained in support of the division and for all aspects of DHS' statewide background study system.
Oversee and facilitate the development and design of BGS' quality management system and quality standards planning
Advise BGS business areas and key partners to strengthen the culture of quality, advising on the available quality management resources to support their immediate and ongoing operational needs.
Collaborate with the BGS Compliance Management Unit Supervisor to coordinate internal audit reviews, analyze data, and direct the division's policies and procedures related to quality assurance, control, and improvement
Serve as technical expert and advisor on all matters related to the effective use of the quality program's data and analysis tools to ensure that BGS priorities are met in the most efficient and effective manner.
Develop and maintain collaborative, professional relationships with internal and external stakeholders that supports BGS to accomplish and achieve its goals and objectives.

Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment
AND
Four (4) years of experience working with quality management methods, program monitoring, and/or complex auditing techniques.
Experience must demonstrate the following:
Knowledge of the intersection of quality management standards and government program compliance.
Experience with automation and performance testing methods or tools.
Data literacy skills, including ability to analyze information needs and initiate comprehensive data collection.
Experience working with government processes; including federal-state-county connections, system/business infrastructure design concepts, and/or program accountability methods.
Preferred Qualifications
Bachelor's degree or higher in business, public administration, or other related field.
Knowledge of:

Any certification in Business Process Improvement (e.g., Lean/Six Sigma, BPM, CBAP, CQI, etc.)
Ability to quickly learn and apply complex information.
Comprehensive knowledge of legislation, rule, policy, procedure, and intent governing health and human service programs.
Experience building constructive relationships across business areas and working in a collaborative environment.
Ability to communicate clearly, effectively, and persuasively in writing, at meetings, and in public speaking.
Variety of experiences working effectively with others from different backgrounds and cultures.
