The Reports & Forecasts Director directs the preparation of forecasts and fiscal notes, the management of data and reports for reporting to the federal government, and the preparation of other analyses and research to provide critical information to support DCYF strategic planning and positioning of resources. The incumbent will oversee research and analysis assuring the integrity of data contained in reports regarding: Minnesota Family Investment Program (MFIP), Child Care Assistance, Supplemental Nutrition Assistance Program (SNAP), Early Childhood Family Education, Home Visiting Aid, and Health & Developmental Screening. The incumbent will also serve as DCYF's lead authority on DCYF forecasts and trends data.
Responsibilities include:
Manage and participate in the development of forecasts for DCYF cash and school aid programs for use in state budget preparation so that forecasts allow informed decisions by the executive branch and the Legislature.
Direct DCYF's use of trend and forecast data to anticipate the fiscal effects of demographic shifts and to account for state and federal policy changes.
Represent the Chief Financial Officer and DCYF Commissioner's Office as it relates to DCYF programs.
Manage the Division's federal reporting responsibilities and direct the development of other reports and data to inform DCYF policies.
Attend and present regarding forecast program data and methods at meetings and hearings involving DCYF and other state agency staff and members of the Legislature.
Represent the Chief Financial Officer, as requested, and serve as consultant to the administration's Executive Leadership Team.
Consult with the DCYF Commissioner and Assistant Commissioners regarding the acceptance and use of data and research generated by DCYF and external entities.
Direct the division's personnel activity so that staff are utilized in an effective manner and that labor agreement contracts and plans are equitably administered.
Minimum Qualifications

Leadership experience can include:
· Experience as a supervisor, lead worker, team lead, project lead;
· Completion of a State of Minnesota leadership program (e.g. ELI, L4);
· A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment Experience working with SSIS or similar software program
AND
Three (3) years of leadership, supervisory or managerial experience managing financial research and analysis or related programs, including strategic planning and directing the work of staff. Experience must include:
Experience using various accepted research methods for public programs; advanced-level analytical modeling, theory, and techniques; research design; sampling methods; and procedures needed to ensure and support data integrity
Proven judgement to manage public data and statistics which may withstand public scrutiny
Advanced level understanding of the implications of cost forecasts and trends impacting the short and long-range activities and planning of the agency and legislature
Experience applying research methodologies to analyze the impacts of policy and program changes
Preferred Qualifications
Understanding of the relevant aspects of federal law and regulations, and state law and rules governing the DCYF administration of its programs using state and federal funding.
Knowledge of the eligibility requirements and operations of the following DCYF programs: MFIP, Child Care Assistance, SNAP and school aid programs.
Variety of experiences working effectively with others from different backgrounds and cultures.
