The MNIT MPCA team provides technical expertise for the organization's applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate.
This Senior Software Development Project Manager plays a pivotal role in leading and delivering high-risk, enterprise wide technology solutions that directly advance the mission of the Minnesota Pollution Control Agency. This role ensures timely, on-budget delivery of software and infrastructure initiatives that enhance agency operations and public service outcomes.
Using both Agile and Waterfall methodologies, the Senior PM drives the full project lifecycle - from strategic planning through deployment - while maintaining rigorous standards for scope, quality, and risk management. Partnering with business and technical leaders, this position builds consensus, resolves complex issues, and ensures solutions meet long-term organizational goals.
Beyond managing individual projects, this role strengthens the agency's project delivery capabilities by mentoring team members, championing process improvements, and contributing to PMO governance. Success in this position is measured not only by project results, but by the sustained improvement of the agency's technology portfolio and delivery culture.
The Senior Software Development Project Manager fosters organizational growth by guiding projects through both the System Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC), ensuring that each phase delivers measurable value, maintains quality, and supports continuous improvement.
This position requires an employee to be onsite at 520 Lafayette Rd, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
This position is temporary and includes full state fringe benefits; it is anticipated to last up to three (3) years.
Minimum Qualifications

This position requires a minimum of five (5) years of experience in performing IT project management functions.
Experience must include:
Experience leading large, complex software development projects using both Agile and Waterfall methodologies, as well as hybrid approaches.
Experience coaching, mentoring, and developing project teams and junior project managers.
Experience in designing, implementing, and refining project management methodologies and tools to improve workflow efficiency and project delivery success.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Experience in managing the full Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC).
Experience with industry best practices in program and project management, business analysis, and design techniques.
Excellent problem-solving skills, along with the ability to work with a diverse teams, resolving interpersonal conflict, motivate and develop team members, and influence stakeholders and key decision-makers.
Experience in resource or capacity planning and working on cross-disciplinary projects.
Knowledge of procurement management processes, including procurement planning, solicitation, source selection, contract administration, and contract closeout.
Experience with tools such as Planview, JIRA, and Confluence is required.
Project Management Professional (PMP) Certification preferred. Please provide certification number in resume or application.
