This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.
As a Project Management Office (PMO) Supervisor, you will direct Project Managers who are responsible for the development, maintenance, and enhancement of customized, business software applications and related documentation for the Department of Employment & Economic Development (DEED), Commerce, Public Utilities Commission (PUC), Public Finance Authority (PFA), Minnesota Climate Innovation Finance Authority (MNCIFA), Tourism & the Boards. This position will lead the Project Management Office (PMO) functions. This includes responsibility to hire, coach/develop, supervise, and train Project Managers, as well as establishing the PMO functions to provides a focal point for providing project management for application/systems development and enhancement of systems to meet the needs from the business community. You will ensure receipt of all project requests from the business, and will be responsible for documenting, reporting and tracking progress and budgets for the portfolio of projects and applications. This position also initiates and manages contracts using the MNSITE or other state procurement processes when there is a need to supplement internal staff or add skillsets to the staff pool.
This position requires an employee to be onsite at 180 5th St E, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Position requires a minimum of three (3) years of experience of IT experience managing projects.
Experience must include:
Experience with project management processes which includes knowledge, skills and the tools and techniques to initiate, plan, execute, monitor/control, and close project activities to meet project requirements.
Experience must include project leadership of large, complex projects.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
Experience leading enterprise-level project portfolio management practices including capacity planning, resource forecasting and project health reporting using tools such as Planview or equivalent systems.
Leading organizational change or continuous improvement initiatives in an IT Project Management Office.
Experience working in a leadership role within an established technology governance process.
Demonstrated supervisory experience covering multiple areas including human resource policies, procedures, labor contracts, staff performance management, and contractor oversight, with a strong focus on hiring, coaching and development talent.
Ability to set priorities to accomplish both tactical and strategic goals. Anticipate and address conflicts and problems, monitor performance, manage multiple competing priorities, and meet deadlines.
Demonstrate critical thinking skills to evaluate complex project scenarios, anticipate outcomes, assess options, and drive decisions.
