Job Title: Defense Account Manager
Place of Performance: Remote position
Remote hours may be performed in one of the following states only: Florida, Virginia.
Job Summary:
Cipher Tech is seeking an experienced full-time defense accountant and contracts specialist to join our growing finance team. We are looking for an extremely proficient computer user who has specific bookkeeping experience using QuickBooks Online. Applicants must have at least 5 years of experience working within a defense contractor and have a thorough understanding of Defense Contract Audit Agency (DCAA) accounting practices for cost-@type contracts.
The Defense Accounting and Contracts Specialist will join an existing part-time bookkeeping and payroll team and execute and manage the closing process across all facets of corporate accounting to include QuickBooks - G/L, Banking, AR, and AP roles. Additionally, this employee will be responsible for financial contract management, tracking ceiling/funding burn-rates, and requesting and negotiating contract mods with the support of the owners, legal, existing bookkeepers, and outside financial consultants.
Duties/Responsibilities:
Accounting
Become familiar with the tasks of our existing bookkeepers, augment the team, and eliminate redundancies in the areas of QuickBooks - G/L, Banking, AR, AP and payroll.
Oversee the other bookkeepers to ensure seamless customer invoicing, transaction posting, report generation, payroll and expense classification.
Oversee to those preparing and processing bi-weekly payroll
Oversee to those who prepare recurring payroll journal entries using established templates
Reconcile company time data with Prime Contractor time data used to generate invoices, as needed.
Assist with finance-related HR activities (i.e. creating payroll accounts for onboarding employees, reconciling medical deductions with our benefits platform and handling mid-year qualifying event changes), preparing OFCCP salary reports.
Preliminarily review of monthly financial statements and other financial information prior to final statements going to the owners, Finance Team, and CFO consultant.
Consult with outside tax accounting firms and government auditors with support of CFO consultant
Establish working relationships with administrative departments: Recruiting, Purchasing, Travel and HR as well as with program managers. Create and coordinate while maintaining management reports on a as needed basis per customer requirements - for example project profitability, productivity standards for technical staff and more.
Contracts
Manage teams with our FFP, FFP-LOE, T&M, and Cost+ prime and subcontracts (from a financial perspective).
Track ceiling, value, utilization, and POP requests and modifications.
Manage with team our subcontractors (from a financial perspective)
Work with legal to issue funding modifications to our subcontractors as it relates to ceiling, value, utilization, and POP. (secondary responsibility)
Coordinate contractual information on an as needed basis to the owners, bookkeepers, and outside consultants' information about the above on an as needed basis.
Review and update contracts policies and procedures.
Consult with DCAA and other outside consultants as needed for contractual financial matters.
Performs other duties as assigned.
Required Skills/Abilities:
Must be a US Citizen (no exceptions).
Must have held a US Government security clearance (Confidential, Secret, or Top Secret) within the past 10 years and be willing to have that clearance re-activated and/or be willing to be cleared.
Must possess outstanding organizational skills and pay extreme attention to detail.
Must maintain availability to enter data for review on a schedule requirement basis.
Must be familiar with defense contract / subcontract management
Must be proficient with QuickBooks Online
Must be proficient with using technology to include VPNs, Remote Desktop, Outlook/Excel, secure computing practices, etc.
Must possess a fundamental understanding of DCAA accounting principles for cost-@type contracts.
Must possess a fundamental understanding of how Defense and Intelligence rate-buildups work.
Education and Experience:
Bachelor's degree in finance, accounting, business, or another related field or comparable experience
Must have 5+ years' experience with required responsibilities as defined.
