Position Summary
Portland Parks & Recreation (PP&R) is recruiting for a Bureau Safety Officer in the Park Safety Response Team (PSRT) Workgroup of the Public Works Service Area . Join a growing team dedicated to leading PP&R in designing, developing, and implementing safety programs, policies, and plans. Our work ensures the hundreds of permanent and seasonal employees at PP&R have a safe working environment. Our success prevents workplace injuries and reduces risks, accidents, and claims from the millions of annual visitors to our parks.
The Park Safety Response Team (PSRT) team provides direct services to support safety and risk management across a diverse array of workgroups at PP&R. These workgroup program areas include general industrial (including skilled trades, such as electricians and welders), park asset maintenance, recreational and educational endeavors (including youth summer programming, aquatics and pools, public and s pecial event s , sports, Portl and International Raceway), and property management, planning, and development (environmental hazards and compliance).
This position is considered essential and is required to report to work during inclement weather and other emergency events, and may serve in a key role within the FEMA Incident Command System (ICS) for PP&R or as the Bureau's representative at the Portland Bureau of Emergency Management. This position may also serve as Safety Officer on the Bureau Incident Management Team as needed during emergency operations . This role reports to the Health, Safety, and Emergency Manager of the PSRT workgroup.
As a Bureau Safety Officer , you will:
Plan, manage, and lead a team of three (3) staff in providing risk management, loss control services, and total worker health programs for PP&R; oversee program development, implementation, evaluation, and staff performance.
Manage and update annual safety plans and written programs to ensure compliance with City, state, and federal regulations; research and analyze regulatory changes; lead the creation of new programs and policies as needed.
Develop and monitor internal accountability goals, performance measures, and targets to reduce claims and injuries and to strengthen the Bureau's safety culture; analyze data to inform recommendations for budget packages and resource allocation.
Ensure compliance with Bureau and City policies; maintain , track, and evaluate accountability tools and performance indicators for each Bureau workgroup; identify and recommend improvements.
Conduct routine inspections and proactive worksite visits to assess compliance, promote safe working behavior, provide technical assistance , and review policies and practices with field teams; serve as the Bureau's designated Safety Officer and signatory for all safety policies and programs.

The following minimum qualifications are required for this position:
Experience interpreting, applying, and explaining relevant local, state, and federal laws, regulations, and policies, such as occupational health and safety, emergency preparedness, response and recovery, hazard mitigation, and environmental compliance, and making recommendations based on analysis of requirements.
Knowledge of and experience with program and project management principles, tools, and techniques , in cluding planning processes, change management, performance monitoring, and evaluation.
Ability to analyze, interpret, and communicate technical information, such as safety programs, emergency response plans, and environmental compliance requirements, in clear, logical, and persuasive ways to non-technical stakeholders through both written and oral communication.
Ability to establish and maintain effective working relationships with diverse internal and external audiences, including City staff, other public agencies, program participants, and members of the public, while promoting an equitable and inclusive workplace.
