Job Description
This position assists in the execution of the Prime Contract in conjunction with the Project Director and Law Department. This role is responsible for large, complex, and risky projects but the complexity of projects will be less than typically managed by a Director II or position may report to a Director II Prime Contract Management. Ensure compliance with government regulations, statutes, and Fluor Practices. Typically, this role is assigned to an organization supporting mid to large projects in domestic and overseas locations with high risk. Undertake Prime Contract management execution activities in accordance with the Prime Contract with a view to preventing leakage and being reimbursed for valid changes. Generally reports to the Project Director with functional responsibility to the Law Department.
Provide support to the Project Director in the execution of prime contracts, including participating in the proposal, strategy sessions, prime contract review, joint venture and/or subcontract partnering, and risk assessment process
Facilitate smooth transition from Award to Execution with the support of the Project team throughout life of a risk project
Coordinate with the Legal Department and Insurance and Risk Management Group to obtain and provide information regarding commercial issues; coordinate with Project Controls and Project Business Services on commercial issues
Review project correspondence to ensure Fluor's rights are protected and that it is consistent with the terms of the prime contract
Assist in developing the Contract Summary and updating throughout the project
Participate in functional management team reviews

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a combination of education and directly related experience equal to twenty-two (22) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
Work with the project manager and project team to identify and maintain the prime contract baseline and ensure consistency with the Operating System Requirements (OSR) and Baseline Centric processes
Provide ongoing training in the various aspects of prime contract management to project managers and to other key members of project teams to address prime contract management principles, subcontract formation and administration, identification, preparation and resolution of claims
Work with Construction, Engineering, Supply Chain Management, Legal, and Insurance and Risk Management to assist in facilitating organizational interfaces between those performing subcontract formation and administration
Ensure compliance to applicable Fluor Practices
Maintain knowledge bank of Fluor Prime Contract Management Practices
Provide specialized trouble-shooting to projects
Preferred Qualifications
Accredited degree (or global equivalent) in business, law, engineering, construction management, cost engineering, or equivalent experience
Requires a comprehensive knowledge of industry business practices and management of contracts and subcontracts
Experience in pricing, contracts law, contract drafting, administration, and negotiation of change orders, risk identification and mitigation, effective correspondence, planning, and scheduling
Proficiency in the formation and administration of prime contracts
Proficiency in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps
Understanding and experience with multinational business environments
Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a diverse workforce comprised of many nationalities and backgrounds
Strong written and oral communication skills, excellent interpersonal skills

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
