IT Business Analyst (Information Technology Business Analyst)

Under general direction of the Business Systems Manager, the applications Business Analyst (BA) will act as liaison between Information Technology (IT), internal stakeholders, external vendors. The BA is responsible for understanding and analyzing departmental business processes to become a subject matter expert, identifying opportunities for improvement and managing the implementation and maintenance of both enterprise and specialized commercial software applications used by multiple City Departments.

The responsibilities youll be trusted with:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Perform project management for small to mid-sized IT software related projects.

Collaborate with cross-functional teams to gather and document business requirements for software applications.

Ensure application implementation aligns with business goals and objectives.

Develop detailed functional specifications to guide the selection and configuration of software applications.

Support software implementation projects through selection, configuration, testing and deployment processes.

Provide maintenance, incident resolution and ongoing support of applications to support departmental requirements.

Plan and execute software application upgrades, updates and patches.

Conduct training for new and existing application users.

Create documentation and application change tracking documentation.

Create ad-hoc reports and management dashboards customized to specific needs of departments.

This position may provide occasional direction to other team members and perform other related duties as assigned or required.

Your areas of knowledge and expertise that matter most for this role:

Education and Experience:

Bachelors degree in computer science, Information Systems, Business Administration or related field; two (2) or more years of experience in the implementation, administration, analysis and support of complex commercial software solutions; two (2) or more years of experience as a Project Manager and/or Business Analyst; OR an equivalent combination of education and experience.

Required Skill in:

Exceptional analytical skills

Proven experience with business and technical requirements analysis, elicitation, verification, and implementation development.

Strong interpersonal skills and ability to establish and maintain effective working relationships.

Demonstrated project management skills, especially related to technical implementations.

Proven experience in data collection, management, interpretation, analytics, problem solving.

Direct experience with implementation, configuration and maintenance of software solutions such as Workday (ERP), Cityworks (permitting), Cartegraph (AMS), Quickbase, Incode, Firehouse, LaserFiche.

Knowledge of operational processes and systems requirements preferably for Finance/Accounting, Human Resources, Municipal Planning and Development, Fire Safety, Building Safety, Health Services, Code Enforcement or Public Works departments.

Experience using business reporting solutions such as Crystal Reports, SSRS/SQL ,Cognos, Power BI, Tableau.

Ability to work with detailed information for sustained periods of time, with minimal supervision.

Ability to communicate clearly and effectively, both verbally and in writing.

Ability to successfully engage in multiple initiatives simultaneously.

Required Licenses or Certifications:

Must possess a valid Texas Drivers License.
