We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
This position is an Environmental Manager 2 in the Enforcement Section within the Wastewater Compliance and Enforcement Branch, Office of Water Quality of the Indiana Department of Environmental Management (IDEM). The position is a case manager for water enforcement to achieve compliance with state laws and rules relating to wastewater, drinking water, stormwater, and wetlands. The case manager evaluates and analyzes enforcement referrals and recommends a course of action to bring the violator into compliance. This includes gathering of evidence, crafting of documents related to a case including notice of violations and agreed orders, negotiation of settlements, calculating civil and stipulated penalties, coordinating with the Attorney General's Office when necessary, and serving as a witness at hearings. Applicant must have organizational skills, attention to detail, and the ability to communicate with people of varying backgrounds.
This position requires a valid Indiana driver's license.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
Essential Duties/Responsibilities:
Enforcement & Compliance: You will use all compliance and enforcement tools and resources available to ensure that regulated sources return to compliance with state and federal laws, regulations, and standards in a timely manner.
Oversight of assigned enforcement cases from referral to closing of case
Communicate with internal and external customers and keep all involved up to date on status of case.
Perform records research, organize and analyze information, cross-check and validate information, prepare written reports, draft legal documents including Notice of Violations and Agreed Orders, prepare correspondence, maintain databases and electronic files, organize and track cases, track respondents' compliance with Agreed Order, close case when respondent has complied with Agreed Order.
Ensure that actions in administering the duties and responsibilities of this position are consistent with applicable state and federal laws and regulations, agency and state policies, and Standard Operating Procedures.
Job Requirements:
College or a higher-level degree in a field related to environmental science, biology, hydrology, geology, plant and soil science, agronomy, civil engineering, etc.. Relevant work experience may substitute for the degree.
At least two (2) years of experience in an environmental or environmental public health field.
Ability to communicate, verbally and in writing, with individuals and in-group situations.
Excellent research and writing skills for preparing accurate, precise, clear, and thorough case documents.
Ability to effectively interact and orally communicate with parties with diverse levels of environmental expertise particularly for purposes of meetings, hearings, and negotiating critically sensitive issues.
Ability to interpret and apply legal terminology and practices, and the ability to apply these in a variety of conditions and situations.
