Utility Coordinator IICoordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Requires skills to review large, detailed utility reimbursement invoices. They need to be proficient in Outlook, Word, and Excel; reviewing technical documents, exhibits and construction plans; construction invoices including line-item cost review and verification; and ability to quickly learn federal and state laws related to utility reimbursements. Ability to learn new payment processing procedures and work authorizations processing.Utility Coordinator IIICoordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires considerable contact with private entities and governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Requires a person to be Utility Coordinator that will manage utility relocations on state and local projects. Proficient in Outlook, word, excel; review and interpret construction plans; manage consultants; monitor utility relocation activities; ability to manage multiple utility projects at the same time. Essential Duties:Utility Coordinator IIPerforms reviews and determines eligibility requirements for payment of relocation reimbursements.Reviews current projects for progress and pending projects for planning purposes; advises and trains others on policies and procedures.May serve as the liaison with and coordinates activities between the Department, federal agencies, utility companies, and other entities.Implements and interprets Department policies and procedures as they relate to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.Monitors the installation/removal, adjustment or relocation of utilities.Enters and maintains the electronic documentation and data in TxDOT systems are accurate and up-to-date.Performs other job responsibilities as assigned.Utility Coordinator IIIAbove duties, as well as:Performs technical review analysis of schematics, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, pre-appraisal and appraisals, titles, deeds, legal and curative instruments and exhibits.Performs other job responsibilities as assigned.
