Responsibilities Provide legal guidance and provide legal reviews on responses to Congressional inquiries as well as Congressional Reporting Requirements (CRRs) and other related matters, Provide legal reviews and legal analysis on legislative proposals as well as draft legislation, Prepare senior leaders for Congressional testimony and other Congressional engagements, Conduct legal sufficiency reviews (LSR) and provide legal guidance to Agency Equal Employment Office (EEO) personnel on matters related to the EEO complaint process including, but not limited to, reviewing acceptance of formal complaints, Reports of Investigation (ROI) for completeness, and Agency procedural compliance with Management Directive 110 (MD-110), Act as back-up support to Supply Chain attorneys as needed by providing advice on acquisitions at all stages of the procurement process to include planning, solicitation, evaluation of offers, preparation of award documents, debriefings, and award, Coordinate with Supply Chain Counsel, office leadership, MSC leadership, and DLA headquarters personnel on all Congressional inquiries and other related legal matters, Prepare or assist team members in defending the Agency against bid protests before the Government Accountability Office (GAO) or filed with the Agency or Contracting Officer when additional support is needed, Assist clients during internal and external reviews and audits, including Red Team reviews, Collaborate with other DLA Major Subordinate Command legal offices as needed, Develop and analyze facts and provide legal analysis of legislation, legal cases, issues, and/or other legal problems, and Provide legal advice to management and operating officials to ensure actions taken are in accordance with governing laws, regulations, and policies, and provide advice to avoid the development of litigation and other legal challenges. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIRED for ATTORNEY-ADVISER (GENERAL) GS-0905-14: 1) The first professional law degree (LLB. or J.D.); 2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment. 3) In addition to 1 and 2 (listed above), each grade level has the following qualification requirements: To Qualify at the GS-14 Level: You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position. Knowledge and experience regarding the legal requirements of the EEO complaint process including, but not limited to, the legal sufficiency of reports of investigation, acceptance of formal complaints, and/or other applicable procedural requirements, rules, and regulations. c. Experience advising clients and representing the Government when protests are filed with the Government Accountability Office, Agency, and/or Contracting Officers. d. Experience providing advice to senior civilian and military leaders on acquisition and legislative matters. If selected, you must obtain and maintain a Secret security clearance. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
