Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Responsibilities The physician serves as the Program Manager for the Homeless Engagement and Recovery Opportunity (HERO) program within the Community and Residential Care Services (CRCS) for the Mental Health Service Line. VAPSHCS is a very large and complex 1A facility within the VHA, providing care to nearly 100,000 Veterans each year across two large medical centers and seven community outpatient clinics. The Mental Health Service at VAPSHCS is a large and diverse integrated care line with over 400 FTEE, including psychiatrists, psychologists, social workers, nurses, and several additional clinical and administrative staff. The Program Manager for the HERO program within the CRCS is responsible for managing this program supported by an interprofessional staff of 4 FTEE. The HERO Program Manager has very broad program management responsibilities which include the operation and management of key clinical programs that are of considerable scope, size, and complexity. HERO is part of the Mental Health Residential Rehabilitation Treatment Program (MHRRTP), within the Mental Health Service line at VAPSHCS. The MHRRTP provides high quality residential rehabilitation and evidenced-based treatment services for Veterans who may have complex substance use, mental health, medical, and vocational concerns throughout VISN 20 and nationally. The MHRRTP at VA Puget Sound is the 2nd largest in VISN 20 and offers the most comprehensive residential treatment services. As such, VA Puget Sound consistently receives 2 to 3 times the number of consults and admissions for residential treatment services each year compared to other facilities within the VISN. The HERO Program Manager is responsible for all aspects of the clinical care and support services provided to Veterans undergoing treatment within the MHRRTP HERO residential program Responsibilities include but not limited to: Development of short- and long-range goals and plans Development and implementation of policies and procedures to ensure that plans are carried out and goals are met Administrative and programmatic resource management Monitoring outcomes using a data-driven quality assurance process Planning, development and implementation of program operations, and program evaluation of the HERO program. The HERO Program Manager has supervisory responsibility for staff members, as well as line and staff authority for resource allocations within the area of responsibility and ensures the efficient operation of the program. The HERO Program Manager works independently to complete the required duties and assigned tasks and provides direction and leadership in strategic and short-term goals to fulfill the Mission and Vision of the MHS, VAPSHCS, VISN 20, and VHA. Developing, directing, and evaluating an integrated mental health program for both outpatients and inpatients; performance of higher-level management functions for VAPSHCS and VISN 20 through participation in strategic planning and oversight boards, councils, and committees; oversight of professional review processes and providing direction to performance improvement activities/goals. The psychiatrist assuming these responsibilities is expected to be a content expert in behavioral health, visible at Facility, VISN (20), and National levels. As such, the psychiatrist serves on committee and workgroups impacting policies and practice patterns at all three levels of influence regarding their program. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.
