Summary The incumbent serves as a Supervisory Health Systems Specialist (organizational title is Credentialing and Privileging Manager) and is assigned to the Medical Staff Office, which is under the Chief of Staff (COS) at a VAMC. The incumbent oversees all functions related to healthcare providers' professional credentials supporting all divisions of the VAMC. Responsibilities Major Duties: Composes correspondence requiring COS/Director signature for privileging actions. Responsible for credentialing and privileging program operations at the EPVAHCS. Reviews quality assessment findings, risk management evaluations and malpractice claim actions to ensure appropriate coordination with the credentials and privileging function of the credentials committee of the medical staff regarding individual provider clinical privileges. Manages, administers and assures accuracy, security and maintenance of operations of database systems. Provides quality control checks on data. Conducts final appointment into the VetPro database, after thoroughly researching, analyzing and validating all data, information, documents and signature authorities. Serves as technical advisor to the Professional Standards Board and Executive Committee of the Medical Staff. Manages all other actions & correspondence in connection with credentialing and privileging actions, and serves as technical advisor to service chiefs on routine and non complex matters related to credentialing and privileging health care practitioners, such as Focused Professional Practice Evaluation/Ongoing Professional Practice Evaluation (OPPE/FPPE), and other actions as indicated by the Credentials Committee. Serves as subject matter expert on standards and policies including but not limited to VA, VHA, TJC, CARF and local policy standards for credentialing and privileging and subsequent renewal or reappointments, ongoing monitoring, the appeals and hearing processes, performance monitoring, and categorical privileging/evaluation. Provides an annual assessment of the program's effectiveness for inclusion in the center wide clinical performance program assessment. Ensures accurate provider data is entered into and maintained in the VetPro computer program. Ensures current information is present on providers relative to state licensure, documentation of professional education and specialty medical training, renewal of privileges and adverse actions which may affect the status of privileges granted for medical practice. Advises the Chief of Staff (CoS) and Director (Dir) on clinical regulatory issues regarding credentials/privileging, adverse provider actions, and impaired provider program/actions. Manages credentialing and privileging/projects that result in significant and sustained contributions to the success of the facility. Analyzes and implements new policy requirements and regulations which provide guidance used for application in performing a wide variety of credentialing and privileging activities and projects related to performance improvement and analyzing such data, considering various alternatives and advising on proposed new directives. Identifies resources necessary for accomplishing the mission and function of credentialing and privileging program. Leads and supervises a staff to include Health System Specialists, Program Support Assistants, and Credentialing Program Assistants, in managing credentialing and privileging projects that result in significant and sustained contributions to the success of the facility. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency of the C & P programs, extensive knowledge and skill in interpreting C & P, extensive knowledge of medical specialties, medical terminology, and design and implementation of best practices for criteria based privileging systems, expert knowledge of the characteristics of credentialing and/privileging and groups, broad knowledge of government wide, agency and facility systems and requirements in the area of credentialing/privileging, extensive skill in research of data, policies, and legal issues, ability to exercise judgement in all phases of analysis, ability to conduct meetings with various services, and comprehensive knowledge of VetPro policies.
