Responsibilities SUMMARY: The primary purpose of this position is to serve as a Country Program Management Assistant (CPMA) at the International Support Squadron (ISS) in Operation Support (ISF): to assist the Country Program Manager (IAS/CPMs as part of the Defense English Language Program (DELP), and to ensure all travel and database tasks are accomplished. DUTIES: In collaboration with or in the absence of the Country Program Manager (CPM), independently addresses inquiries and resolves issues from both internal and external stakeholders related to all aspects of International Military Student (IMS) administration. Manages all aspects of IMS administration, including the interpretation of the JSCET, SAMM, and JTR, to ensure the effective execution of all administrative functions for IMS. Provides dedicated financial customer service to IMS, ensuring compliance with DoD 7000.14-R Department of Defense Financial Management Regulation (FMR) and the JTR. Manages student administration within the Learning Management System. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of relevant Department of State, Defense Security Cooperation Agency, DLIELC American Language Course, and civilian personnel policies, International Travel Orders, Joint Travel programs and regulations related to international in-residence mission; Familiarity and conciseness with student administrative matters; Knowledge of the data entry and retrieval elements of the database systems; Knowledge of program data contents and methods of defining and retrieving data in preparing statistical reports as needed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in the field of EFL/ESL, English, Education, International/Foreign Affairs or other related area. Knowledge of the DELP, Foreign Military Sales (FMS), and U.S. Security Cooperation education and training mission, directives, policies, and procedures. Knowledge of the DLIELC American Language Course (ALC); training administration, policies and procedures. Knowledge of data system(s) used to process Temporary Living Allowances and travel pay actions, identifies and takes corrective action and generates a variety of reports for TLA. Ability to independently interact with all levels of personnel in multinational forums; to communicate effectively both orally and in writing. Ability to interpret and apply regulations, directives, and tri-service procedures related to IMS pay, TLA and travel pay. Skill in writing informational reports and professional correspondence and in delivering briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
