Position Title: State Treasury Debt Analyst (1, 2, or 3)

About Us:
The mission of the Department of Treasury is to manage state funds by promoting prudent cash management and investment strategies as well as monitoring, regulating and coordinating state and local debt obligations as mandated by the Constitution and the laws of the State of Louisiana. Join our team in the office of the State Bond Commission (Debt Management Program), where your expertise will directly contribute to state and local government's fiscal responsibility.
The Debt Management Program's mission is to provide staff to assist the State Bond Commission to carry out its constitutional and statutory mandates. The SBC is responsible for overseeing the management, analysis and control of state debt including but not limited to the issuance of state bonds. SBC approval is also required before any public entity can incur debt or hold elections related to levying taxes, issuing bonds and certain matters as specified by law.

Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, banking, or administrative services in a financial setting; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of the following: finance, economics, or accounting; OR
A bachelor's degree with twenty-four semester hours in any one or combination of the following: finance, economics, or accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

About the Role:
This advanced-level position is critical to providing monthly information and analysis to the 14 members of the State Bond Commission to enable them to make decisions on debt issuance and election requests. You will take the lead role in communicating with various stakeholders while completing the analysis. Your work is directly presented to State Bond Commission members and staff.
Key Responsibilities:
Researching, analyzing and making recommendations on basic issues regarding debt issuances and election propositions that are provided to the State Bond Commission.
Serving municipalities, school boards, police juries, special districts, political subdivisions, public trusts, industrial development boards and others seeking debt issuance in the State.
Assist in office operations.
What We're Looking For:
Experience:Demonstrate expertise in accounting, auditing, budgeting, financial operations, banking, etc. Experience with LaGov or similar financial systems is highly desirable.
Knowledge:Familiarity with public finance mechanisms, governmental accounting, and state legislative process. Understanding of state constitutional and statutory requirements is an advantage.
Skills:Strong analytical, problem-solving, attention to detail, multi-tasking and communication skills are essential.

This position is eligible for retention pay of up to $1.00 per hour for each hour worked.
Note regarding the advertised pay range: The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire. The actual starting salary depends on the education and experience of the selected applicant.
Career Progression: As part of a Career Progression Group, vacancies may be filled from this recruitment as a State Treasury Debt Analyst 1, 2, or 3, depending on the level of experience of the selected applicant(s).
Appointment Type: This vacancy may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and Agency-wide permanent status employees); or by Detail to Special Duty or Classified Temporary Appointment. If filled as a probational appointment, this position requires the selected applicant to serve a minimum probationary period of twelve (12) months. Current permanent status classified employees may be required to accept a probational appointment in lieu of promotion if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a probational appointment should funding become available. Additional Vacancies may be filled from this announcement within 90 days of the closing date.
