Summary This position is located in the Office of Information and Technology (OIT). The incumbent serves as an IT Digital Specialist and reports directly to the supervisor. The incumbent is responsible for developing and executing a wide variety of IT projects to support VA The incumbent will identify the most effective levers for improving digital services across VA, based upon quantitative and qualitative assessments of user needs. Major Duties: The incumbent uses their expertise to champion the use of modem digital service delivery and management approaches, drawing heavily upon best practices from the consumer internet industry such as human-centered design, DevOps, open source and agile development processes in the revision or development of new information technology techniques. As a technology expert/advisor, analyzes requirements, develops new information system techniques, establishes criteria, and makes decisions when procedures/ guidelines do not exist on information technology resources and/or systems requirements for implementation, expansion, consolidations, etc. in line state-of-the-art information technology and trends. Exercises initiative and judgment in deviating, as required, from standard practices and in recommending methods for enhancing efficiency of information technology through modifications and application of evolving technology. Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully. Develops and refines analysis criteria for varied systems that are frequently expanding or being modified. Expert knowledge of emerging technologies to lead their applications in a in complex operating environment, including organizational redesign, change management and facilitation. Knowledge of qualitative and quantitative analytic processes to support efforts to redesign key business processes in order to increase efficiency and improve user experience. Knowledge of industry-standard and organizationally accepted analysis principles and methods. Perform needs analysis to determine opportunities for new and improved business process solutions. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
