We're looking for a strategic and collaborative Program Manager to be responsible for our Lifecycle Management Program by overseeing a program which will drive creating a standardized model, centralized data tools, and agency- wide practices that support asset visibility, budget forecasting, risk reduction, and strategic technology investment across the enterprise.
Some of the daily opportunities include:
Providing program management, governance, and direction to ensure overall success of large, complex initiatives.
Assisting in creating and maintaining standard operating procedures, departmental policies, standards and guidelines, as instructed by leadership.
Ensuring alignment of the program and organizational policies and procedures to ensure compliance requirements are met and adhered to.
Reviewing, recommends and oversees project implementation plans including project business benefit, scope, objectives, schedule, deliverables, and success criteria that support business goals in collaboration with management and project sponsor, and project stakeholders.
Utilizing project management practices and methodologies to work on and/or lead and track formal projects to help the Agency meet current and future goals and objectives.
Working with OIT Leadership to establish KPIs for the work unit and provides monthly and quarterly metrics reports to leadership to ensure program standards are being met.
Ensuring deliverables are aligned across the projects and the program.
Ensuring teams are working toward operational metrics. Identifies roadblocks to consistently meeting metrics and makes resource requests to leadership.
Serving as a subject matter expert in program management, project management, and portfolio management, process improvement, and IT governance.
Assisting and advising leaders, managers, and teams on the best use of project management disciplines and approaches.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
A minimum of eight (8) years of experience that includes a combination of IT and project management experience effectively providing oversight for one or more projects in the @context of large, strategic, and complex initiatives.
A minimum of three (3) years of experience in the delivery or operational management of technology solutions and services.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
Previous experience working for a municipal, state, or federal government organization.
Previous experience working with developing rules based on legislation.
Familiarity with state-specific regulations, policies and procedures around Emergency Management and Continuity Planning.
Project management experience.
Conditions of Employment:
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
Supplemental Information
If this posting indicates "remote from anywhere in CO" in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
