The Special Financing Division exists to administer, allocate and establish funding to qualified medical providers who serve the indigent population. This includes the administration of Hospital Discounted Care established by Colorado House Bill 21-1198; the administration of the Primary Care Fund, established through Section 21 of Article X of the State Constitution and Section 25.5-3-301, et seq., C.R.S.; the administration of the Old Age Pension Health and Medical Care Fund established through Article XXIV of the Colorado Constitution and Section 25.5-2-101, et seq., C.R.S; the administration of the Medicaid School Health Services Program established by Section 25.5-5-315, et seq., C.R.S.; the administration of the Colorado Dental Health Care Program for Low Income Seniors established pursuant to Section 25.5-3-401, et seq., C.R.S; the administration of the Hospital Provider Fee Model and the Hospital Provider Fee Advisory and Oversight Board established by the Colorado Health Care Affordability Act, Section 25.5-4-402.3, et seq., C.R.S.; the administration of the Nursing Facility Provider Fee Model established by Section 25.5-6-202, et seq., C.R.S.; and the administration of the Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) provider fee established by Section 25.5-6-204, et seq., C.R.S. In addition, the work unit researches methods for leveraging federal funds, and funds from other sources, to offset the expenditure of State General Funds to maintain or increase reimbursement levels to qualified medical providers.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Description of Job
The Finance Office welcomes your interest in the Special Financing Division Director position. This position exists within the Special Financing Division of the Department of Health Care Policy and Financing to manage, supervise, plan and direct the administration of the Department's three provider fee programs [hospitals, nursing facilities, and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID)], Hospital Discounted Care requirements, Dental Health Care Program for Low Income Seniors, the Primary Care Fund, Old Age Pension (OAP) Health and Medical Care Program, and other safety net financing projects, and the Medicaid School Health Services Program.
Responsibilities in this position include:
Develop and implement solutions to address issues under review by analyzing available data and formulating models.
Develop program policy and represent program rules and regulations.
Design, initiate, develop and defend budget proposals, legislation and federal state plans.
Provide financial and program impact analysis in response to Legislative and Executive branch requests.
Negotiate and consult with senior management, staff and external entities to manage budget work plans and procedures for implementation of programs.
Research and write program responses and initiatives for legislation and rules and write reports as required by statute and regulations.
Establish and maintain written and oral communications with the General Assembly, Executive branch, state departments, federal agencies, state boards, associations, providers, clients and various outside consultants.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only: Ten (10) years of relevant experience in an occupation related to the work
OR
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in health care administration, public health, public policy, political science, finance, economics or field related to the assignment.
AND
Six (6) years of relevant experience in an occupation related to the work
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associate will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
Preferred Qualifications & Special Qualifications:
Prior state experience related to the duties of this position
Masters degree in public administration, public health, health care administration, public policy, management, finance, or economics.
Experience related to health care policy development and implementation.
Direct experience in setting and negotiating Medicaid provider fee/tax models.
Experience related to Medicaid hospital reimbursement financing, including but not limited to: Medicaid upper payment limits, disproportionate share hospital payments, certified public expenditures, and intergovernmental transfers.
Experience with and knowledge of hospital financial information and analytics.
Experience related to Medicaid nursing facility rate setting and financing.
Experience related to administering grant programs with different public fund sources, such as state and federal funds.
Experience related to developing state regulations.
Experience related to Colorado's legislative process such as determining fiscal notes and testifying to legislative committees.
Experience related to developing and defending budget and legislative proposals.
Experience as a second or third level supervisor over multiple work units.
Experience developing and executing strategies to build and maintain positive relationships with stakeholders, including managing communication and coordinating activities.
DEFINITION OF PROFESSIONAL EXPERIENCE: Professional experience is defined as experience that may include: independent judgment and discretion in performing work duties, a level of specialized knowledge, in-depth work requirements such as data gathering, analysis and interpretation, customer service across a broad range of individuals including key personnel, and/or individual accountability for results.
