THE ROLE
The Transportation Maintenance Manager oversees all highway maintenance operations within a designated district, managing programs such as snow and ice removal, emergency response, and year-round incident management. Leading a team of approximately 130-150 field employees, the Manager applies strong leadership and technical expertise to ensure safe, efficient, and compliant operations across state-maintained highways, secondary roads, and major routes. Key responsibilities include directing maintenance activities (e.g., pavement resurfacing, signage, drainage, landscaping), conducting inspections, investigating complaints, and enforcing adherence to federal and state regulations, OSHA standards, and departmental policies. The Manager spends roughly half of their time in the field, providing hands-on supervision and guidance to ensure work zone safety and operational consistency while driving productivity, fiscal responsibility, and training initiatives.
REQUIREMENTS :
Candidates must indicate they hold a current and valid Commercial Driver's License (CDL) with tank endorsement in the "Licenses and Professional Certifications" section of the application, or they will not be considered. Applicants invited to interview will be required to produce a copy of their current valid Commercial Driver's License (CDL) Class A or B, reflecting the tank endorsement, and valid Medical Examiner's Card (MEC) at time of interview.
Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever their services are needed; to include mandatory winter overtime from November 1 through April 30.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Office of Maintenance and Highway Operations this class is used in one of two ways:
CENTRAL OFFICE
Accountable for directing all operational or planning and/or budgeting activities of highway maintenance, including procurement.
ASSIGNED DISTRICT
Accountable for directing highway maintenance operations.
EXAMPLES OF DUTIES
Initiates and coordinates responses to highway-related emergencies, activates General Supervisors as needed, and provides operational guidance during accidents, employee incidents, natural disasters (hurricanes, storms, flooding, tornadoes, earthquakes), and terrorist events.
Coordinates the snow and ice removal program and other road maintenance programs, organizes manpower, equipment, and materials, and ensures adherence to the Department's snow/ice policy and proper application rates.
Leads storm response efforts to maintain safe, cost-efficient road clearance, including interstate plowing.
Leads committees and task forces, implements operational policies and District goals, and applies knowledge of personnel policies, union contracts, and relevant laws and regulations.
Prioritizes work activities for General Supervisors to ensure alignment with the Department's mission, cost-effectiveness, and safety compliance.
Communicates effectively and provides leadership to implement new or revised operational procedures.
Manages budgetary and inventory oversight related to maintenance functions within the section, including approving or disapproving fiscal transactions.
Assists with maintenance planning by reviewing roads and conducting needs surveys.
Coordinates with the Director and District office staff on schedules, projects, purchasing, research, training, funding, staffing levels, equipment, and special reports.
Ensures proper handling of employee injuries and equipment/property damage, maintaining policy compliance.
Conducts employee investigations, provides comments on disciplinary actions, leads interview processes, participates in grievance hearings, resolves conflicts, and assists with workplace violence threat assessments.
Applies sound judgment and utilizes problem-solving skills to resolve employee conflicts.
Conducts performance reviews and applies performance standards for highway maintenance staff.
Develops and implements technical maintenance training programs and new employee orientation.
Reports to agency upper management (Director, Administrator) on highway maintenance issues and assists the Communications office with public relations and media interviews.
Engages with stakeholders affecting maintenance and highway operations, including regional planning organizations, municipalities, State Police, and the construction industry.
Reviews future highway/bridge projects, transportation systems (bus-ways, rails to trails), major traffic generators, and property acquisitions/releases within the section.
Assists with general highway maintenance claims, legal issues, and conducts investigations as needed.
Chairs staff and safety meetings, reviews correspondence, handles complaints, approves time/labor and mileage sheets, and resolves employee or contractor conflicts by providing guidance and training.
Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in highway or bridge maintenance, maintenance planning, transportation special services (oversight of utility and construction permits, traffic, drainage and accident claims investigations, and development of transportation policies and procedures).
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a managerial or supervisory capacity in highway or bridge maintenance, maintenance planning, transportation special services (oversight of utility and construction permits, traffic, drainage and accident claims investigations, and development of transportation policies and procedures).
NOTE:
Managerial capacity will be defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities, but the emphasis should be management activities: planning, organizing, directing and controlling resources of a major subdivision at an agency or organization.
Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
For state employees this experience is interpreted at the level of a Transportation District Maintenance Special Services Section Manager, Transportation Equipment Repair Manager, Transportation Maintenance Planning Manager, Transportation Equipment Repair Assistant Supervisor, Transportation Equipment General Supervisor, Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs & Markings), Transportation Supervising District Services Agent or Transportation District Electrical Supervisor.
PREFERRED QUALIFICATIONS
Experience with the management and oversight of Snow and Ice operations.
Experience with the management and oversight of VIP - Vendor In Place projects.
Experience prioritizing/managing various projects/assignments and appropriate funding accordingly.
Experience with management of emergency highway/roadway operations and developing quality organizational improvements to these operations.
Experience with written and oral communication.
Experience with managing day-to-day Highway Operations functions.
Experience developing and improving established program goals within the Bureau of Highway Operations.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess appropriate current licenses or permits.
WORKING CONDITIONS
Incumbents in this class may be exposed to risk of injury when driving in snowstorms.
