About the Work Unit
. The Region 4 Utility Permit Unit is responsible for preserving and improving the functional integrity of the highway transportation system, to protect the public health through safety and welfare. The Unit maintains smooth traffic flow through the region-wide planning, administration, management, monitoring and enforcement of federal guidelines, state statutes, and CDOT regulations specifically related to access management practices, project utility clearance, and developing oversight outdoor advertising control, and utility installation oversight.
About the Position
The Permits Specialist is the Staff Authority of the Region 4 Utility Permitting program, including the subset of Fiber Optic Permits and Heavy Tow Permits. This position ensures compliance of utility/special use permitting with regulations, construction and design standards and specifications, and engineering principals by accomplishing the following tasks:
Reviews requests for utilities, including fiber optic and heavy tow, to analyze proposals for conformance with regulations and standards using sound engineering, safety, and planning principles.
Resolves utility planning and design issues with utility companies, land developers, their consultants, local government officials, and CDOT staff.
Disseminates information, concepts and purposes of the utility program and standards to local officials and private interests.
Represents CDOT in negotiating for the resolution of highway utility proposals, by tailoring each to fit a particular location or situation.
Negotiates and administers capital improvement projects.
Identifies and evaluates design waivers for permits and assist 3rdparties and CDOT staff in the processing of design waivers.
Enforces compliance with terms and conditions of permits by available legal means;
Plans and manages utility projects from conceptual scoping stage through design and construction phases.
Ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD), traffic control plans, and methods of handling traffic (MHT)
Position will also review requests for access and analyze proposals for conformance with regulations and standards using sound engineering, safety, and planning principles.
The duties and responsibilities will include, but are not limited to, the following:
Administers the Colorado Department of Transportation's Utility Permitting Program in Region 4 in accordance with section 43-1-225 of the Colorado Revised Statutes and the State Highway Utility Accommodation Code;
Administers the Colorado Department of Transportation's Access Management Program in Region 4 in accordance with section 43-2-147 of the Colorado Revised Statutes and the State Highway Access Code (SHAC);
Reviews requests for access and utility installations. Analyzes proposals for conformance with regulations and standards using sound engineering, safety, and planning principles;
Resolves access planning and design issues with land developers, their consultants, attorneys, local government officials, and CDOT staff;
Disseminates information, concepts and purposes of the access program, utility permitting program, and heavy tow permitting program and standards to local officials and private interests;
Represents CDOT in negotiating for the resolution of highway access proposals, by tailoring each to fit a particular location or situation;
Negotiates and administers capital improvement projects;
Identifies and evaluates design waivers for permits and assist both land developers and CDOT staff in the processing of design waivers;
Enforces compliance with terms and conditions of permits by available legal means;
Plans and manages access projects from conceptual scoping stage through design and construction phases.
Determines the relevance of standard guidelines and specifications for all @types of utility permit projects; requires appropriate construction and materials specifications for all construction elements;
Issues utility/special use permits to fully define the responsibilities of the Permittee, and to define the final utility product;
Creates special terms and conditions for the issuance of each individual utility/special use permit and collaborates with staff and legal counsel;
Issues written correspondence to and communicates orally with appropriate parties in the explanation of all utility proposal analysis, including permit approvals, denials, and possible design waivers;
Decides which permit related communications are necessary for archiving in both Google Drive & Salesforce;
Utilizes the MUTCD in order to approval of 3rdparty traffic control plans;
Inspects permitted work and final construction of improvements authorized by permits administered;
Determines the relevance of standard guidelines and specifications related to 3rdparty "Payment to use our Right-of-way" fiber optic permits and 3rd party Heavy Tow Company Crash Retrieval Permits, which booth are a subset of Utility Permits;.
Issues utility/special use permits for the Fiber Optics and Heavy Tow to fully define the responsibilities of the Permittee, and to define the final utility product;
Reviews and analyzes all levels of land use development plans and developer traffic studies;
Determines the impact of access proposals and access applications for conformance with state statutes, rules, and applicable policies and guidelines;
Formulates special terms and conditions for the issuance of each individual access permit based upon evaluation and collaboration with an relevant staff;
Writes Key Performance Indicators (KPIs) and incorporates those metrics into the access permit;
Other job duties as assigned.
Work Environment:
Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You will likely work a hybrid schedule with a combination of in-office and remote work.

Experience Only:
Must total 7 years and include the following:
Four (4) years of experience in municipal planning, development planning, public administration, political science, transportation, engineering, construction management, construction installation or inspection, regulatory interpretation or another area closely related to the major job duties
AND
Three years of professional experience with one or more of the following: urban, city, regional transportation planning; land/community development; access permitting; utility permitting, highway transportation engineering design/planning, statutory compliance, operational compliance, process improvement & implementation, construction management, field construction installation or inspection or other governmental permitting experience.
Combination of Education and Experience:
A combination of education and experience that totals at least 7 years
Education from an accredited college or university in business administration, public administration, management, engineering, municipal planning, construction management, communications, journalism, political science or another field of study closely related to the job duties will be considered.
Professional work experience with one or more of the following: urban, city, regional transportation planning; land/community development; access permitting; utility permitting, highway transportation engineering design/planning, statutory compliance, operational compliance, process improvement & implementation, construction management, field construction installation or inspection or governmental permitting experience.
