Minimum Qualifications
Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Key Responsibilities:
Direct and oversee operations in Fund Control, Local Government Fund Management, Banking, Cash Management, and Audit & Compliance sections.
Assist the Director in developing and implementing statewide fiscal policies and procedures in collaboration with the Division of Administration.
Manage the distribution of constitutional and statutory programs, including revenue sharing, severance taxes, tobacco settlement funds, and other dedicated funds.
Oversee compliance with legislative requirements for the use of appropriated funds, and report on fund utilization to oversight bodies.
Serve as a liaison to the Legislature: monitor and analyze bills, draft fiscal notes, prepare legislative testimony, and advise on potential impacts to state finances.
Provide expert assistance to agency executives, fiscal officers, and legislative staff on fiscal policy and fund management.
Supervise staff, conduct performance evaluations, and ensure Treasury policies and procedures are followed.
Serve as backup to the Fiscal Control Director on boards and committees, such as the Cash Management Review Board and Deputy Sheriffs Supplemental Pay Board.
About the Role:
The State Treasury Fiscal Control Assistant Director serves as a key leader in the Fiscal Control Division, assisting the Director in managing and overseeing the Treasury's fund control, cash management, banking, and local government fund management. This role carries broad responsibility for administering the state's constitutional and statutory funds, ensuring proper accounting of all receipts, and controlling disbursements of public funds as directed by the Louisiana Legislature.
The Assistant Director also oversees the distribution of major statewide programs such as Revenue Sharing, the Transportation Trust Fund, severance tax allocations, and supplemental pay programs. This position works closely with legislative and executive leadership, provides technical guidance to state agencies, and serves as a liaison on fiscal matters impacting the State of Louisiana.
What We're Looking For:
Significant professional-level experience in accounting, auditing, budgeting, or financial management, ideally with supervisory or program leadership responsibilities.
Knowledge of Louisiana's constitutional and statutory fiscal requirements.
Strong leadership, policy analysis, and program management skills.
Excellent communication skills, including the ability to provide technical guidance, represent the agency to stakeholders, and testify before legislative committees.
