The Office of State Depository Control is responsible for managing the State's cash management, banking, and fund control programs. About the Role:
This executive-level position serves as the Chief Administrator of the Office of State Depository Control within the Louisiana Department of Treasury. The Director is responsible for planning, directing, and analyzing statewide cash management programs, fund control, fund management, banking services, and payment card processing. The role also oversees statewide accounting and fiscal management controls in partnership with the Division of Administration.
The incumbent directs the receipt, custody, investment accounting, and disbursement of state funds, oversees major local government distribution programs (e.g., revenue sharing, severance distributions, supplemental pay), and ensures transparency, accountability, and compliance with law. The Director also advises executive leadership and the Legislature on fiscal matters and represents the State Treasurer on high-level boards and committees.
Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Nine years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus four years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Direct the State's centralized cash management system, including banking networks, wire transfers, and intra-fund programs.
Establish and oversee fiscal standards, policies, and statewide accounting controls to ensure compliance with state and federal law.
Administer payment card processing programs and negotiate/award related contracts.
Oversee major financial reporting, including annual and interim statements, constitutional fund reports, and analyses for the Governor, Legislature, and oversight bodies.
Coordinate statewide distribution of funds to local governments and constitutional/statutory programs.
Provide financial analysis and testimony before legislative committees, and draft fiscal notes and impact statements.
Lead Treasury operations for budgeting, disbursements, contracts, personnel, and special projects.
Represent the Treasurer on boards and committees, including the Revenue Estimating Conference and Cash Management Review Board.
Supervise staff, approve work, and ensure effective performance management within the division.
Position-Specific Details:
Appointment Type:Probational, Promotional, or Job Appointment, Detail to Special Duty or Classified Temporary Appointment. If filled as a probational appointment, this position requires the selected applicant to serve a minimum probationary period of twelve (12) months. Current permanent status classified employees may be required to accept a probational appointment in lieu of promotion if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a probational appointment should funding become available. Additional Vacancies may be filled from this announcement within 90 days of the closing date.
Compensation: Note regarding the advertised pay range: The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire. The actual starting salary depends on the education and experience of the selected applicant.
