The Health Care Eligibility Systems Support Supervisor will manage the processes, functions, and employees of the Health Care Eligibility System Support (HCESS) located in Brainerd, MN. The HCESS serves to ensure that applicants and consumers of the Minnesota Health Care Programs (MHCP) receive accurate eligibility determinations, benefits, and service delivery whenever system problems or processing discrepancies are identified. They provide technical support, problem resolution, and instruction for MHCP systems to Minnesota Health Care Processing Entities (MHCPE), DHS staff, and other stakeholders as well as ensure that premium and billing activities related to MHCP recipient financials are accurate.
Responsibilities include:
Supervise, coordinate, and provide leadership to direct reports.
Oversee the day-to-day operations of the HCESS.
In coordination with the division leadership team, develop and maintain strategies and plans.
Lead and participate in development, implementation, and improvement efforts related to MNIT MHCP and other computer system projects.
Minimum Qualifications
Demonstrated leadership experience* (must be clearly identified on your resume)
*Leadership experience can include (this is not an all-inclusive list):
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
Leading a program or chairing a committee (e.g. ERG) - experience must include:
Identifying issues, goals, strategic actions
Can be paid or unpaid
1+ year
100+ hours per year time commitment
AND
Three (3) years professional health care eligibility program operations experience demonstrating the following:
Minnesota health care program expertise.
Public health care programs, including Medicare and Medicaid eligibility.
Interpretation and application of data and metrics.
Bachelor's degree in health care administration, business administration or human services or related field may substitute for 1 year of professional experience OR Master's degree in health care administration, business administration or human services or related field may substitute for 2 years of professional experience .
Preferred Qualifications
One year or more in a supervisory position.
Extensive knowledge of the Minnesota Health Care Programs and the Medicaid Management Information System (MMIS) system functionality and its many interfaces.
Extensive knowledge of CRM including the use of the program and reporting capabilities.
Extensive knowledge of Microsoft Excel for providing data analytics.
Experience with union contracts.
Experience working with health care program policy and health care programs.
