MMCAP is a national cooperative group purchasing organization (GPO) for government healthcare facilities. MMCAP was established in 1985 and has over 13,000 member facilities across all 50 states, primarily in these four (4) classes of trade: Corrections, Mental Health, Public Health, and Student Health. We are seeking a Clinical Pharmacist to administer the MMCAP Clinical Pharmacy Program focused on Mental Health. In this role, you will provide professional consultation and expertise on drug purchasing, pricing, contract management, and negotiations as it relates to pharmaceutical manufacturer contracts and distribution. You will provide clinical expertise and pharmaceutical knowledge to support MMCAP activities, including analysis of therapeutics classes and formulary opportunities to obtain the best prices. Overall responsibilities include, but are not limited to:
Researching and developing clinical pharmacy services that support MMCAP members.
Providing contract-related guidance to help pharmacies manage costs and improve the quality of patient care.
Developing and supporting clinical pharmacy intellectual property (e.g., education, white papers) for use by MMCAP members.
Providing direction, ongoing management, and development of the Clinical Pharmacy Program, particularly as it relates to inpatient and outpatient mental health facilities.
Overseeing, coordinating, and managing pharmacy medication utilization projects.
Helping MMCAP members reduce pharmaceutical spending and improving efficiencies by providing the expertise necessary to manage pharmacy contracts; reviewing contract utilization histories; supplying accurate, objective drug information in a timely manner; utilizing clinical knowledge to communicate and implement therapeutic initiatives; and providing formulary management support, including product positioning, drug class comparisons, drug utilization evaluations, and formulary consulting.
You will also be responsible for administering MMCAP's Clinical Pharmacy Program in conjunction with two (2) other Clinical Pharmacists representing the Corrections and Student Health/Public Health membership groups. In fulfilling this responsibility, functions include:
Establishing program goals and objectives.
Identifying and assessing members' needs and pharmaceutical requirements.
Screening and selecting program vendors.
Negotiating products, pricing, and contract terms with pharmaceutical vendors.
Ensuring program compliance by participating vendors.
Analyzing purchasing data to identify opportunities for contract improvement.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
Pharmacy degree and licensure as a registered pharmacist is required.
Four (4) years of clinical experience that includes pharmacy operations, supply chain, pharmacy consulting, and/or developing clinical pharmacy programs.
Knowledge and understanding of the clinical and therapeutic requirements to support group purchasing operations.
Knowledge of drug policy and formulary management.
Knowledge of legal practices and requirements of pharmaceutical pricing, contracting, and procurement.
Interpersonal, human relations, and communication skills to establish and maintain effective relationships with vendor partners and members.
Proficiency with Microsoft Office Outlook, Excel, Word, Access, Project, and PowerPoint.
Preferred Qualifications
Doctor of Pharmacy (Pharm D.) degree.
Completion of a pharmacy residency or equivalent experience.
Board certification (BPS) in a pharmaceutical specialty.
Ability to quickly learn pharmaceutical industry terminology and practices.
Experience with procurement, drug purchasing, or contracting.
Knowledge of statutory, policy, and legal practices related to pharmaceutical contracting.
Experience with government-run healthcare facilities or university/college healthcare operations.
