Summary This Health Systems Specialist position is in Chief of Staff services at the VA Providence Healthcare Systems, located at the Providence location. Responsibilities The primary duty of the Health System Specialist to Chief of Staff is to provide health systems management advisory services and high level management input into the most complex top management deliberations and decisions together with a corresponding high level of responsibility to participate in identifying and resolving a full range of complex management problems. Major duties include but are not limited to: Performs duties directly contributing to the administrative management of a health care delivery system; Serves as a staff member directly supporting the top management team responsible for planning, organization, development, direction and evaluation of medical center operations; Provides comprehensive resource allocation information to support decisions involving organizational funds; Studies and analyzes program-specific data; compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting remedial actions and/or reaching established goals; Responsible for identifying the facility's clinical strategic challenges and opportunities, developing and/or managing new/revised policies and procedures, and adherence to VHA mandates; Plans studies, prepares programs and organizational strategies for identifying opportunities to improve access and efficiency related to Chief of Staff programs; Develops written communication for Chief of Staff, to include but not limited to, correspondence, action plans, articles for publication, position/option papers, policy statements and reports that are provided to multiple stakeholders to include internal and external customers such as Patients, Employees, Volunteers, Students, Congressional delegates, local government officials and Veteran Service Organizations; Oversees the strategic resourcing of clinical departments by developing, reviewing, and facilitating clinical business plans for expansion of services which include physician, nursing, and administrative staff, as well as equipment and space needs; Assists in the coordination, monitoring, quality assessment, and execution of all clinical contracts in the Medical Center and CBOCs; Maintains analysis of efficiencies utilizing VHA databases and relevant SharePoint sites; and Develops, implements, or manages management information monitors for tracking status of clinics, construction projects, equipment purchases, FTEE, budget information, etc. Work Schedule: Monday- Friday: 8:00am-4:30pm Telework: Not Available Virtual: This is not a virtual position. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
