Summary The position is located at VA Loma Linda Healthcare System in the Facilities Management Service and is responsible for the supervision and operation of the Electrical Shop, Electronic Shop, and Maintenance Unit. Incumbent has the responsibility to ensure effective, most efficient and most economical accomplishment of assigned tasks through utilization of procedures, general instructions, and established policies. Responsibilities Duties Plans weekly and sometimes monthly work schedules and coordinates shop assignments and sequences of the Electrical, Electronic, and Floor Tech Units. Coordinates assigned projects with other units within this service and other services affected by Station Level Projects. Reschedules or establishes new priorities to avoid delays due to procurement of materials or equipment. Promotes effective work operation by assignment and explanation of work requirements, method, and procedures. Develops activity/job hazard analysis (AHA) for each task assigned to subordinates. Schedules and approves leave requests of subordinates and makes formal appraisals of their performance. Determines training needs, initiates recommendations for promotions or reassignments of subordinates. Develops and updates standard operating procedures for their area of responsibility (AOR) utilizing federal and state safety regulations and codes. Counsels employees, hears and resolves informal complaints and grievances through discussion with employees and initiates disciplinary action as needed. Ensures that employees observe rules and regulations, housekeeping, conduct, and safety. Responsible for the procurement and purchase of materials, supplies, and equipment under $3,500. Responsible for ensuring that funds are available, obtaining the best price, receiving the items, preparing all appropriate paperwork in accordance with established time frames. Maintains time, cost, and production records for future reference, also prepares cost estimates of time and material required for project work. Responsible for acting as the Contractor's Officer Representative (COR) on several large maintenance contracts. Responsible for developing the scope of work for proper maintenance of the covered equipment. Ensures that the contractor performs all work in accordance with contract specifications. Technical advisor to final inspection teams for all construction projects completed at this Medical Center. Reviews all project design drawings prior to submission for bid for accuracy and for adherence to code specifications unique to the hospital setting. Supervises employees who work at the journeyman level as electronics mechanics, electricians, and maintenance workers. These include tunnels, mechanical rooms and interstitial space, requiring kneeling, stooping, crawling and climbing ladders. The incumbent may be required to work outside in adverse weather and in areas containing fumes dust or smoke. The incumbent spends portions of his/her time at a desk. However, he/she may be required to stand or walk for long periods of time in order to accomplish workloads during the day.
