This position exists to execute the Commissioner of Human Services responsibility for administration and oversight of licensing functions related to adult foster care, community residential settings, and child foster residence settings which are delegated to county licensing agencies; and for certifying county agencies to perform licensing functions. This is accomplished by providing oversight, direction, and expert consultation to county agencies licensing activities so that their licensing activities are conducted in compliance with Minnesota Statutes, Chapters 245A and 245C, MN Rule 9555, and other applicable laws and rules so that the health, safety, and rights of vulnerable adults and children served in these programs are protected.
Minimum Qualifications

Three (3) years of experience performing delegated licensing functions for adult foster care, community residential setting, child foster residence setting, or family adult day services or overseeing regulatory compliance for services delivered in a Department of Human Services (DHS) licensed residential program serving vulnerable adults and/or children.
AND
Experience must demonstrate the following:
Develop and deliver training on a wide range of licensing activities, standards and requirements.
Knowledge of administrative, civil, and criminal law affecting the licensing function sufficient to evaluate findings and determine appropriate licensing actions.
Basic investigative methodology.
Review and respond to inquiries from license holders and applicants.
Preferred Qualifications
Ability to certify and authorize county and private agencies through the Rule 13 review process to ensure that licensing rules and laws regarding adult foster care, community residential settings, child foster residence settings, and family adult day services are uniformly enforced throughout the state.
Ability to conceptualize, implement, and evaluate a system of licensing policies and procedures which is consistently practiced statewide.
Adapt to continuous organizational and work priority changes sufficient to work constructively under pressure and cope with ambiguity and setbacks.
Ability to negotiate effectively with county agency personnel when their recommendations are not consistent with DHS expectations and procedures.
Ability to synthesize complex and sometimes conflicting information to make appropriate determinations regarding licensing actions and provide direction to licensing personnel.
Organize work and time to effectively complete work tasks as assigned and on time.
Coherently and effectively communicate verbally (in-person, by telephone or other electronic video/audio mediums) and in writing sufficient to obtain and share necessary information.
Variety of experiences working effectively with others from different backgrounds and cultures.
