JOB SUMMARY
Audits appraisals performed by the commercial appraisers and the commercial appraisal database for consistency, accuracy, and adherence to established appraisal and data collection standards to ensure the overall quality and equity of the commercial appraisal portion of the Real Property Tax Roll.
Conducts complex commercial appraisals and supports the defense of the valuation of all contaminated properties in Salt Lake County.
In addition, this position conducts weekly commercial training sessions, train new commercial appraiser(s), develop training guidelines for valuing properties, and train and/or mentor appraisers through the licensing program.
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university in any field, plus four (4) years of appraisal experience OR an equivalent combination of related education and experience, with one (1) year as a Commercial Appraiser in the Salt Lake County Assessor's Office, or as a Commercial Appraiser in a County Assessor's Office in the State of Utah.
Must be a Certified General Appraiser.
Must have an Ad-Valorem General designation or General Real Property Appraiser designation issued by the Utah State Tax Commission.
A valid Driver's License accepted by the State of Utah is required at the time of hire. A valid Driver's License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
Monitors, analyzes, and evaluates the quality of work produced by Commercial Ad Valorem Tax Appraisers for uniformity, proper application of and compliance with internal and regulatory standards, and accuracy.
Provides audit results and makes recommendations to staff supervisors that would influence training, licensing, mentoring, performance evaluations, and disciplinary actions.
Trains and mentors appraisers on the licensing process.
Assists in the strategic and tactical planning, development, evaluation, and coordination of the Division.
Assists the Division Administrator to determine and communicate Division policies, procedures, and appraisal operations.
Advises and assists the Division Administrator to determine the Division's needs concerning staff and equipment for annual budget requests.
Performs and defends appraisals of complex properties at both local and State Tax Commission appeals level.
Assists the Division Administrator in monitoring, researching, and recommending advances in technology to meet the Division's goals.
Assists the Division Administrator to research and respond to the Assessor, Mayor, Council Members, other Elected Officials, and the public on difficult or controversial situations.
Supports the Division Administrator to monitor, respond, and implement Division-specific Federal, State, and/or local legislation.
Acts as an Appraiser License Supervisor in accordance with the regulations of the Utah Department of Commerce Division of Real Estate.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are typically performed in a general office setting.
Requires occasional field work; may work in all @types of weather. Field visits may be over a variety of building construction and/or outdoor terrain.
This position requires the ability to climb, walk, sit, kneel, and bend in varied building construction and outdoor terrain to access properties, collect field data, and perform measurements.
IMPORTANT INFORMATION REGARDING THIS POSITION
The State of Utah has legislated that ad valorem real property appraisal work must be in compliance with federally regulated appraisal standards.
This position requires a Certified General Appraisal License and the maintenance of the license by obtaining continuing education every two years equal to at least 28 hours of approved classroom or seminar hours, 7 of which must be the attendance of a USPAP course. (Uniform Standards of Professional Appraisal Practice)
This position requires a person to obtain, within one year of employment, an ad valorem general real property appraiser designation in accordance with the appraiser designation program pursuant to Utah Code Ann. Sections 59-2-701 and 59-2-702.
