Description of Job
This position is an HVAC/Plumber/Boiler Plant Captain, Correctional Support Licensed Trade Supervisor (CSLTS) III for the Colorado Department of Corrections (CDOC) at a Canon City Correctional Facility. Primary responsibilities include but are not limited to ensuring the safety and security of the general public, staff and inmates and supervising staff and operations within the physical plant of the complex. Position prepares inmates for community reentry by promoting the Colorado Department of Corrections Mission, Vision and Values while adhering to a high level of integrity and commitment.
Primary responsibilities include:
Ensure safe, efficient, compliant and cost effective general maintenance operations to include preventative, predictive and corrective maintenance.
Ensure strict compliance with all applicable regulations, policy, guidelines and standards, keeping accurate and timely records.
Ensure the safety and security of facility and work sites
Promote a high level of performance by setting the work standard according to agency mission, vision and values. This includes the supervision of staff who also supervise other staff and inmates.
Participate in the development of security policies
Ensure individuals in assigned work unit comply with all applicable CDOC and facility policies
Participate in hiring process by interviewing candidates and making recommendations; ensuring accurate position descriptions, preparing performance plans, and conducting performance evaluations according to agency Performance Management Program (PMP); monitoring and documenting staff performance in order to develop individual performance plans and support thoughtful evaluations
Ensure all assigned staff are trained in the safe and correct use of tools, equipment, procedures and security protocol.
Resolve informal staff and/or inmate grievances and initiating corrective/disciplinary action if needed;
Ensure safe, code compliant and efficient construction, remodeling or refurbishing of facility buildings and grounds by reviewing project function, design and blueprints, coordinating with project supervisors and plant manager and delegating required work based on safety and security factors and efficient use of resources; position monitors progress, staff and inmate workers through all phases of projects. Position assists in generating Project Directives, Contingency Requests and Controlled Maintenance Requests.
Monitor budget, and maintaining inventory and accurate documentation and record keeping for all assigned areas.
On a rotational basis, position serves as the facility duty officer.
The HVAC/Plumber/Boiler Plant Captain may act as the Facility Project Manager for large scale capital improvement jobs; reviewing plans for each phase of construction while coordinating with contractors, Physical Plant Manager, Custody Control, and other facility trades supervisors, ensuring efficiency, security, and safety throughout projects.
Position may be required to supervise additional staff in the absence of other supervisors; may be required to work outside during inclement weather, work in close proximity to industrial equipment and in high, tight and/or confined spaces.
Position is subject to call back and working additional hours and/or shifts to maintain safe and secure operations.

Building/Equipment Maintenance- includes planning, estimating and performing a varietyof "hands on" trades such as carpentry, plumbing, welding, machinery/equipment repair and/or electrical on residential, commercial or agricultural structures.
Grounds Maintenance- includes planning, installation and/or maintenance of automated irrigation systems, comprehensive lawn care and avariety of other exterior work such as concrete work, asphalt patching, fence building and/or snow removal.

Applicant may meet the six (6) year requirement with a combination of work experience as follows:
A minimum of four (4) years of employment experience as described above may becombinedwith correctional experience.
Correctional Experience- must be security related duties where primary responsibilities included detaining, controlling movement and escorting inmates in a prison facility; conducting counts and searches while monitoring inmate assignments and movement throughout the day.
Substitution:
Completion of formal education at an accredited, non-correspondence trade/vocational school, college or university that resulted in demonstrated competencies equivalent to those gained through the required experience may be substituted for the experience on a year for year basis. If you are using education as a substitution, you must attach transcripts showing the name of the institution, your name and student ID, the degree and date awarded.

Ability to read blueprints, conduct relevant research and create an estimate of time, material, labor and cost for projects

At least one year maintaining facility electronic systems such as low voltage security systems, fire alarm systems, non lethal electric fence controls, man down systems, closed circuit cameras and intercoms, at the level of Electronics Specialist II or higher.
Possess more than one of the required licensures: EPA Universal Refrigeration Certification (Type I, II, and III EPA Certification), Active Colorado Master Plumber License, and Stationary license(must attach licensure and/or transcripts).
