JOB SUMMARY
Oversee, plan, and manage Metro-North Railroad's Industrial Hygiene and Hazard Abatement Programs within the Office of System Safety (OSS), ensuring the safety of employees, customers, and the general public , while maintaining compliance with all applicable occupational health and safety regulations.
This position provides system-wide support in identifying, evaluating, and controlling occupational health hazards, and plays a critical role in ensuring MNR operations meet regulatory requirements related to exposure control. The role also implements strategic initiatives and control measures to protect employee health, particularly in high-risk environments.
DUTIES AND RESPONSIBILITIES
Develop and manage policies and procedures to protect employee and public health from chemical and physical hazards associated with MNR operations. Ensure compliance with environmental and occupational health regulations, including oversight of asbestos and lead abatement projects. Provide technical support to operating and support departments by reviewing procedures, training programs, and ensuring alignment with regulatory standards. Conduct qualitative and quantitative industrial hygiene assessments (e.g., noise, air contaminants, gases, and temperature), and advise on control measures for confined spaces, ventilation systems, and respiratory protection.
Oversee all lead and asbestos abatement activities and ensure proper disposal of related waste in compliance with state and federal regulations. Manage exposure assessments, toxicological reviews, and industrial hygiene surveys. Implement monitoring, auditing, and reporting programs to evaluate effectiveness and ensure regulatory compliance. Support and help enforce the Respiratory Protection Program (1910.134) and contribute to health initiatives related to chemical hygiene, silica dust, and lead exposure.
Review project plans, including capital and demolition projects, to ensure compliance with health and safety regulations related to hazards such as lead and asbestos. Assess industrial hygiene impacts , coordinate mitigations with MNR operations and stakeholders, and review or develop contract specifications and bid documents. Provide technical expertise during procurement to ensure vendor qualifications and regulatory compliance for hazardous work.
Maintain and apply current knowledge of applicable State and Federal Regulations. Ensure effective management, tracking, and reporting of contracts and budgets. Provide technical guidance during IH related field incidents and/or investigations. Maintain documentation for regulatory internal reporting.

KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of Asbestos, Lead, IAQ, New York State Labor Codes and Regulations, and applicable technical standards.
Practical field experience in the areas of industrial hygiene monitoring and assessment and familiarity with asbestos and lead abatement project management.
Strong organizational and coordination skills with thorough knowledge of project management functions including the ability to work independently and/or simultaneously on multiple projects with conflicting priorities while adhering to deadlines.
Computer-literate with working knowledge of the Microsoft Office Suite environment, including Outlook, Word, Excel, Teams, Access, and PowerPoint, or equivalent.
Strong oral, presentation and written communication skills with ability to communicate effectively with various departments and levels of management throughout Metro-North, with other MTA Agencies, and with external stakeholders.
Strong interpersonal skills with the ability to foster teamwork and effective working relationships.
Ability to maintain a high degree of confidentiality and discretion.
Effective management and leadership skills.
Ability to respond to emergencies 24 hours a day, 7 days a week, as required.
Valid driver's license and ability to travel to various locations during work hours.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in Environmental Science or related technical field of study. Demonstrated equivalent experience, education, and/or technical credentials to include an additional four years of related experience may be considered in lieu of degree.
Minimum of five (5) years of progressively responsible experience in the area of Hazardous Abatement, Industrial Hygiene, and/or Occupational Safety in a large, diverse, complex operation/construction or manufacturing environment. Experience must include the development and oversight of related corporate policies and procedures.
Minimum of three (3) years of experience managing professional staff/diverse workforce and/or projects.
Must possess, or be able to obtain within 9 months of hire, the following qualifications:
EPA Lead Inspector
AHERA Asbestos Management Planner
OSHA 30-Hour General Industry
OSHA Principles of Ergonomics
MNR Roadway Worker Protection
The following is/are preferred :
Master's degree in a related field.
Experience providing expert testimony for court trials, arbitration hearings and depositions.
Knowledge of Railroad operating requirements.
Experience integrating policies and procedures into routine operations and processes.
Experience maintaining a safe and healthy work environment on hazard abatement projects or during routine construction work, such as directing management and compliance of third-party contractors and consultant contracts and/or planning and overseeing abatement projects including assessing cost and environmental impact and planning the work to minimize disruption to service, schedules, and budgets.
MNR Operating Rules qualified or ability to become qualified within (1) year of hire and maintain the annual requalification thereafter.
Current safety certification(s) such as CSP, ASP, SMS, WSO-CSS, and/or WSO-CSSD.
Proficiency with Microsoft Visio, and Project and/or equivalent.
Knowledge of GIS, OSHA Health Standards, ACGIH Guidelines & NIOSH Recommendations
NIMS IS-700,100, 200 and ICS-300.
Working knowledge of applicable federal, state and local regulations including FRA, PTSB and NTSB procedures.
Working knowledge of Military Standard 882, human factors, and biomechanical motion analysis.

This is a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
This position requires a driver's license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
