POSITION DESCRIPTION:
The Director of Contracting and Procurement serves as the senior authority for all contracting and procurement functions within the Louisiana Military Department (LMD), providing strategic leadership, operational oversight, and full supervisory responsibility for all subordinate contracting and procurement management positions. This position ensures unified policy, compliance, and operational execution across all procurement activities in both steady-state and emergency operations. Provide direct supervision, guidance, and performance management for all subordinate procurement and contracting leaders, ensuring their policies, procedures, and daily activities align with LMD strategic objectives, statutory requirements, and executive direction. Retain ultimate accountability for procurement and contracting outcomes agency-wide. Lead the development, implementation, and continuous improvement of procurement strategies that maximize cost efficiency, ensure compliance, support mission readiness, and maintain quality standards. Oversee the integration of all subordinate-led procurement operations into a unified, agency-wide framework. Approve, issue, and enforce procurement and contracting policies and procedures developed within the organization. Ensure all procurement activities comply with Louisiana statutes, administrative codes, federal requirements, departmental policies, and directives from oversight agencies including the Division of Administration, Facility Planning and Control, Office of State Procurement, Office of State Travel, LPAA, and the Office of Community Development. Direct the integration of LaGov SRM, Business Objects, Capital Outlay, and related systems across all procurement functions, ensuring consistent security role assignments, training, and compliance. Facilitate collaboration with interagency and intergovernmental partners to leverage capabilities, improve transparency, and achieve efficiencies. Oversee the full contracting lifecycle-from requirements identification through award, administration, closeout, and audit compliance-across all programs. Ensure budgetary integration of procurement activities, including development of State Capital Outlay Budget submissions, management of appropriations, and coordination with FP&C, OSP, OSRAP, DPS, and Treasury. Maintain and strengthen vendor relationships, negotiate high-value and complex agreements, and represent the agency in high-level procurement discussions. Serve as the designated agency signatory for contracts, agreements, cooperative endeavors, and other binding instruments. Maintain a high state of readiness to direct contracting and procurement support during emergency operations, all-hazards incidents, and global situations. Provide leadership presence and decision-making authority in coordination with federal, state, and local partners. Direct and approve the preparation of reports, correspondence, and performance metrics related to contracts, grants, leases, cooperative endeavors, and acquisitions. Ensure all deliverables meet or exceed state and federal audit standards.
GENERAL REQUIREMENTS:
Must have a valid Driver's License, Social Security Card and Birth Certificate.
Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time. Other periodic travel may be required.
Must meet physical requirements to perform functions of the position.
Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.

All LMD positions require in-office attendance. This is not a remote position.
Salary is paid by Electronic Funds Transfer (EFT) /Direct Deposit Only. A checking or savings account is required for employment.
For positions requiring computer/email access selected applicant must qualify to obtain a Department of Defense Common Access Card (CAC) Card and maintain eligibility.
LMD is a substance abuse and drug free workplace. The selected applicant must pass a pre-employment background investigation and pre-employment drug test. Thereafter, all employees are subject to random drug testing.
To become an employee of the LMD you must be a current member of the Louisiana National Guard or eligible for membership in the Louisiana State Guard.
The selected applicant must pass a pre-employment criminal background investigation prior to employment.
