Applied Research Solutions is seeking seasoned candidates in consideration of a Financial Management, level 3 position. This exciting opportunity is located at Tinker AFB in Oklahoma. This role will provide support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.

Financial Planning & Budget Execution
Develop and manage financial documents and forecasts, including POM, BES, PB, PRs, MIPRs, and project orders.
Support Budget Control Board (BCB) meetings and advise Program Managers on budget allocations and year-end closeout.
Assist in the preparation of funding documentation (e.g., Procurement, RDT&E, LOAs) ensuring compliance with FM policy and regulations.
Track and report on funding status, including obligations, expenditures, ULOs/NULOs, and adjustments for current and prior year funds.
Financial Reporting & Analysis
Draft and maintain financial inputs for reviews such as Budget Execution Reviews, IBRs, PMRs, MARs, and risk assessments.
Generate reports and submit financial data using CCaRS, CRIS, WAWF, ABIDES, RAPIDS, and IAPS.
Perform economic and budget analysis, obligation/expenditure forecasting, and reconciliation of financial systems and contracts.
Monitor FMS case financials, including delivery reporting, LOA amendments, and DOSRs/CCRs submissions.
Cost Estimating & EVM
Conduct cost estimating for all acquisition phases, including probable cost estimates, risk-based forecasts, economic analysis, and AOAs.
Develop and calibrate cost models (CERs), automated tools, and data systems for enhanced estimating accuracy.
Evaluate cost proposals, nonrecurring costs, savings initiatives, and contractor incentive programs.
Support EVM system implementation and IBR team planning, execution, and training.
Audit & Compliance Support
Maintain audit trails for all financial actions and assist in audit readiness through documentation and process control.
Support and track statutory compliance with NDAA, Congressional RFIs, and PEM/staffer reviews.
Review cost impacts, budget intersection, and provide strategies to resolve financial issues.
Integrated Financial & Program Support
Advise IPT leads and PMs on financial health across program lifecycle; assess subcontractor processes for compliance and efficiency.
Support acquisition reporting, such as Defense Acquisition Executive Summaries, P/R-Docs, and LOA lifecycle management.
Analyze and recommend improvements to financial processes across distributed units to ensure consistent application.
Training & Tools Development
Develop handbooks, training materials, and computer-based training for financial systems and cost analysis.
Create automated models and control techniques for budget tracking and decision support.
Assist in developing System Access Requests (SARs) and weekly/monthly financial reporting deliverables (e.g., WARs, MARs).
Other duties as assigned.
Qualifications:
Must be a US citizen
Active Secret Clearance
Bachelor's Degree in a professional discipline from an accredited educational program and 12 years of directly related experience, 5 of which must be in the DoD
Preferred Qualifications:
Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD
Experience in CCaRS, FM-Suite, Advana, CRIS, BQ, MOCAS, EDA and WAWF, preferred
