Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Former EDRP participants ineligible to apply. Responsibilities The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. The Chief of Psychiatry provides administrative leadership within the Mental Health ICC, is responsible for the operational performance of psychiatry, manages tasks and functions associated with the delivery of all inpatient and outpatient psychiatry services, and supervises psychiatry staff. Clinical Administrative/Supervisory Authority/ Program Management (25%): Responsible for establishing staffing levels, hiring, training, assuring competency and supporting psychiatry services. Responsible for the development and implementation of policy and procedures, which guide psychiatry staff in the entire range of functional activities. Assures that rules, regulations, laws, standards of practice, benchmarks for productivity, quality, and customer service expectations are met or exceeded. Assures there are efforts in place to continually improve performance. Assures that appropriate external review organizational criteria are met or exceeded. Clinical Responsibilities (75%): Examines, diagnoses, and treats Veterans and their families, and maintains medical records. Provides consultation within their discipline. Provides clinical leadership and problem solving for clinical programs of which Mental Health Service (MHS) has direct responsibility. Treats mentally ill patients in a variety of settings as required. Participates in treatment planning and meetings as required for clinical functioning. Provides quality care based on current standards of practice. Ensures quality of service using measurement-based treatment strategies. Interacts with Veterans, members of their families and caregivers, medical center management, mental health managers, and other Federal, State, and professional agencies/organizations as they relate to product line functions. Possesses the knowledge and skills necessary to provide appropriate care to the Veterans served. Possesses the knowledge and the ability to assess data reflective of the patient's status and interprets the appropriate information needed to identify each patient's needs and provide the care required. Possesses knowledge and skills pertinent to MHS human resources and clinical program management. This includes the ability to work with hospital support services, administration, and knowledge of or ability to learn processes and procedures required in this HCS. Education (as needed): Directs the assessment, program development and presentations necessary to meet the educational needs of the product line staff residents. Responsible for the training of affiliated students and for coordination of training programs with universities, colleges, and state boards. Formal affiliations are in place with several colleges and universities. Oversees the teaching and supervision of students and residents while on MHS clinical assignments. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Physical Requirements: The work is primarily sedentary and non-strenuous and is carried out within the confines of the office/workspace provided. A significant amount of walking throughout the Medical Center can be anticipated in order to facilitate face to face contact with veterans, family members and medical center staff. Some travel to other VA Black Hills Medical facilities and outlying clinics, community agencies and referral/resource services would be anticipated. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
